NSPS/RTI International
In its role as representative of the surveying profession in the U.S, NSPS has agreed to provide contact information for 2000 randomly selected NSPS members who will soon be contacted (via email) to participate in an inquiry regarding the impact of GPS on the surveying profession in the United States. This inquiry is part of broader economic impact assessment that RTI International is conducting in collaboration with the National Institute of Standards and Technology on the nation's precision, navigation, and timing services provided through the Global Positioning System (GPS). The overall study has two objectives: 1) to quantify the economic impact of GPS; and 2) to quantify the economic impact of an unexpected 30-day failure of the current GPS system.
Thanks in advance to those NSPS members who are randomly selected for their assistance in this important study. All responses will remain completely anonymous and survey respondents will be given the opportunity to be entered into a drawing to win 1 of 10 Amazon gift cards for $25. Responses will take about 15 minutes to complete.

The NSPS YSN "Plotting a Course for the Future" event will held in conjunction with NSPS Fall business meetings and the Maryland Society of Surveyors 2018 Fall Conference. A justification letter has been prepared for use by prospective attendees when seeking funding assistance (from state surveying societies, employers, etc.). The House Appropriations Subcommittee on Financial Services and General Government has approved a fiscal year 2019 funding bill that includes language strengthen the call for a current, accurate land inventory in the General Services Administration database, knows as the Federal Real Property Profile (FRPP). NSPS worked closely with Representative Kevin Yoder (R-KS) to include the following language in the Committee's Report: "Federal Real Property Profile. The Committee understands that the GSA Federal Real Property Profile (FRPP) has been making progress on the use of geospatial technology and the transparency of the data. However, the Committee is aware of the problem in gathering Federal real property data created by the exemption language for Federal lands found in Executive Order 13227. This exemption denies GSA the ability of collecting meaningful data from large landholding agencies within the Department of the Interior and the Department of Agriculture. The Committee is also aware that Section 7 of the Executive Order provides flexibility for the Interior and Agriculture Departments to still contribute their data into the FRPP. The Committee expects GSA to increase the transparency, accuracy and accountability with both of these Departments given the expansive amount of data which could be added to the FRPP." Rep. Yoder spoke to the NSPS Board of Directors at its fall meeting in Overland Park, KS in 2014. The financial services funding bill was approved by the full Committee on Appropriations on June 13 and will soon be considered by the full U.S. House of Representatives.

Drones have huge potential as tools to support mapping applications. With the ability to capture extremely high-resolution data quickly, they are well suited to helping transform how we view and measure changes occurring all around us. And with modern software tools and relatively affordable costs, they have dramatically lowered the barrier to entry for photogrammetry, remote sensing and mapping. A multistate drone services RFP has been amended (see amendment 4) and the deadline for bids has been extended in response to objections submitted by joined NSPS, the Virginia Association of Surveyors (VAS), Maryland Society of Surveyors (MSS), North Carolina Society of Surveyors (NCSS), and several state licensing boards. The procurement solicitation by the Virginia Department of General Services (DGS) still includes services that fall within most state law definitions of the practice of surveying, but fails to require a licensed surveyor in responsible charge. It is also contrary to the professional services qualifications based selection (QBS) law in Virginia and other states.

The House Subcommittee on Higher Education and Workforce Development held a hearing this week on "Occupational Licensing: Reducing Barriers to Economic Mobility and Growth." The hearing explored the prevalence of occupational licensing, its effects on economic growth and upward mobility, and what is being done to address the issue within states and across state lines.

The National Geospatial Advisory Committee (NGAC) will meet next week in Washington, DC. Agenda topics will include an update by the Federal Geographic Data Committee (FGDC), Geospatial Data as Services, Cultural and Historical Geospatial Resources, the Geospatial Platform, NSDI Strategic Plan Framework, and the Landsat Advisory Group.

The issue at hand is whether the Federal Communications Commission should allow a change in the use of frequencies close to those used by GPS. Virginia-based Ligado Networks wants to repurpose its satellite frequencies to also support ground-based telecom services. Testing done several years ago and expanded upon more recently has shown such a system could seriously interfere with GPS receivers.

Another GLONASS-M satellite was launched June 17 from Plesetsk Cosmodrome.
A Fregat booster carried satellite GLONASS-M 59 to its designated orbit, the Russian Defense Ministry said in a statement, as reported by Russian News Agency TASS.
"The Soyuz 2.1-b carrier rocket, launched at 00:46 Moscow time from the Plesetsk space center (Arkhangelsk Region), put the Russian GLONASS-M navigational satellite into the designated orbit at the scheduled time," the statement read.

Four more Galileo satellites will be launched on a customized Ariane 5 on July 25.
The next Arianespace rocket to orbit Galileo satellites has begun taking shape at the spaceport in French Guiana, reported Arianespace. Build-up of the heavy-lift vehicle is now underway inside the spaceport's Launcher Integration Building.
Following the established assembly flow, the rocket build-up began with this week's positioning of the launch vehicle's central core cryogenic stage over one of two mobile launch tables used for Ariane 5.
