NSPS Announces Results of 2019 Journalism; Map/Plat; and Public Relations Competitions

The Excellence in Journalism Competition includes four (4) categories for publications issued from January to December
In the Map/Plat Competition there were a total of 55 entries within the five (5) categories. The winning maps can be viewed on the NSPS website at: https://www.nsps.us.com/page/MapPlat.
The Public Relations Award was presented to the Vermont Society of Land Surveyors. The two-minute video gives a brief introduction to land surveying in Vermont and explains, in simple terms, what surveyors do. We prominently display the video on our website, and we run it on a continuous loop at any career/education fairs we participate in. The goal is to educate the public and, ideally, pique the interest of those who might be interested in a career in the field.

Once a year the U.S. Geological Survey operates a webinar for those seeking more information on the 3D Elevation Program's application process to have certain areas of the country flown for LiDAR data collection to the 3DEP standard. This process is known as the Broad Agency Announcement (BAA). The next one is scheduled for August 7 at 12:00pm EST. The FY19/20 Broad Agency Announcement (BAA) for 3D Elevation Program (3DEP) is scheduled for release in August 2019. The BAA provides detailed information on how to partner with the USGS and other Federal agencies to acquire high-quality 3D Elevation data. Information and contacts will be posted to Fed Biz Opps and Grants.gov. Applicants may contribute funds toward a USGS lidar data acquisition activity via the Geospatial Products and Services Contracts (GPSC) or they may request 3DEP funds toward a lidar data acquisition activity where the requesting partner is the acquiring authority. Federal agencies, state and local governments, tribes, academic institutions and the private sector are eligible to submit proposals. Proposals will be due in October 2019.

Senate panel tries to improve Federal agency broadband coordination

S. 1294, the Broadband Interagency Coordination Act of 2019 introduced by Sen. Roger Wicker (R-MS), would require the Federal Communication Commission (FCC), Department of Agriculture (USDA), and the National Telecommunications and Information Administration (NTIA) to enter into an interagency agreement to coordinate how federal funding for the deployment of broadband internet technologies is distributed. The agreement would cover data and information sharing among those agencies. As the group’s coordinator, the FCC would be required to seek public comment on the agreement’s effectiveness. The bill, which was moved out of the Senate Commerce Committee last month, would require that the FCC’s High Cost program administered through the Universal Service Fund (USF) share certain information with USDA and NTIA. The High Cost program, designed to expand broadband service in remote and underserved communities, is funded by revenues collected from telecommunications providers under permanent statutory authority.

The White House issues Executive Order to review all FACAs; DOI in the crosshairs?

NSPS members and expertise serve on numerous Federal Advisory Committees, commonly referred to as FACAs and some of the better known ones are the HSRP, TMAC, and NGAC. Earlier this month, President Trump issued an executive order directing all agencies to cut their advisory boards by “at least” one third and to “evaluate the need” for each of their current advisory committees. The order gives agencies until Sept. 30 to terminate, at a minimum, one-third of their committees. Committees that qualify for the chopping block include those that have completed their objective, had their work taken up by other panels or where the subject matter has “become obsolete.” There are an average of 1,000 advisory committees with more than 60,000 members, according to data from the U.S. General Services Administration (GSA), that cover a range of topics including disposal of high-level nuclear waste, the depletion of atmospheric ozone, addressing AIDS and improving schools. The Interior Department currently has more than 100 federal advisory committees. According to a 2017 internal review, Interior’s committees incurred more than $10 million in direct and indirect costs annually, the spokesperson said. The review also found that, at the time of review, 41 committees had submitted fewer than 20 recommendations to Interior.

MAPPS reports the U.S. House Appropriations Committee has approved an additional $10 million above FY19 funding of $37.6 million as part its U.S. Department of Interior Fiscal Year 2020 bill for fundamental mapping work to be managed by the U.S. Geological Survey (USGS). These funds, described as an essential underpinning of the USGS 3D Elevation Program (3DEP), will support and enhance drinking water protection, hazards resilience, infrastructure design, natural resource management and fundamental research applications.

Following an open competition John Manzoni, the Chief Executive of the Civil Service and Permanent Secretary, has announced that Thalia Baldwin will be appointed as the new Director of the Geospatial Commission. Baldwin is currently Deputy Director for Policy at the Geospatial Commission.
