Surveyors Historical Society
On Sunday, July 15, 2018, at 12:45 PM, a ceremony dedicating a new monument honoring Henry David Thoreau will take place at the Thoreau Farm Birthplace in Concord, MA. Henry David Thoreau was a Surveyor during his life, and this new monument recognizes his work as a Surveyor. The monument is the first to be set as part of the recently initiated "Point of Beginning" program which was developed as an expansion of the "Final Point" program sponsored by the National Society of Professional Surveyors Foundation. A "Final Point" marker was set at Thoreau's burial site in the Fall of 2017 in conjunction with the 2017 Surveyors Historical Society Annual Rendezvous.
The "Point of Beginning" event will take place at the Birthplace during the same time that the Thoreau Society will be there for their annual picnic. The picnic is a "bring your own food" event; however, the Birthplace event will provide cake and lemonade for all. Thoreau's birthday is July 12 so this will be a birthday celebration as well.
In addition to Thoreau Society members, Surveyors, and members of the Surveyors Historical Society, other followers of Thoreau are cordially invited to attend.

As APPS helps more and more surveyors close the skills gap between a land survey and a pipeline survey it also helps increase safety, limit owner-operators' exposure, and strengthens the country's pipeline infrastructure's efficiency and integrity.
APPS will conduct its first Pipelines 101 course on July 13, 2018 in Columbus, OH in partnership with the Ohio Society of Professional Land Surveyors. Participants will receive continuing education credit. For those seeking the APPS Pipeline Surveyor Industry Certification, they will have completed the first of three prerequisite courses (101, 102, and 103) which then allows them to begin the 200 level classes not simply for CE credits, but toward their industry credential.
APPS is driven NOT to teach people how to survey, but to educate and train surveyors about the realities and requirements of surveying pipelines.

The U.S. House of Representatives earlier this week passed H.R. 221, the Hydrographic Services Improvement Amendments (HSIA) Act by voice vote. The bill, sponsored by Rep. Don Young (R-AK), reauthorizes the HSIA Act of 1998 through FY 2022. Rep. Young stated, "My legislation...will allow NOAA to conduct and contract for hydrographic surveys around the U.S. with specific focus on the Arctic. ...My state has more coastline than other state in the country and we don’t know what’s under the surface. ...While hydrographic surveys are a critical part of the maritime safety and environmental efforts nationwide, they're especially important in the Arctic…Alaskan waters are incredibly under surveyed." The Senate companion version, S. 171, is awaiting floor action.

NSPS Executive Director Curtis Sumner joined representatives of 23 organizations who cosigned a letter in support of the 3D Elevation Program (3DEP) to newly confirmed USGS Director Dr. James Reilly. The letter, organized by NSPS government affairs consultants, John M. Palatiello & Associates, Inc., was cosigned by a broad cross section of stakeholder groups from surveying, mapping and geospatial; engineering; real estate; emergency response; telecommunications; flood management; science; mining; insurance; and agriculture and infrastructure. The letter stated, "As you begin your stewardship over the Survey's wide variety of programs, we ask that you prioritize 3DEP and work with the diverse community of stakeholders which partner with the USGS leadership on this nationwide program that continues to gain traction, not only in Congress, but within the Department of the Interior at large, as well as other Federal, state and local government agencies and the private sector."

The Trump Administration last week released its long awaited plan to reorganize the Executive Branch of the Federal government, as set in motion by the March 2017 Executive Order. The White House Fact Sheet generalizes the major reforms. While none of the NSPS requested reforms, such a consolidation of surveying and mapping activities, was included. Among the Trump proposals is the merger of the Departments of Education and Labor into a single Cabinet agency, the Department of Education and the Workforce, and move the civil works branch of the U.S. Army Corps of Engineers (USACE) from the Department of Defense (DOD), with navigation activities proposed to go to the Department of Transportation (DOT) and environmental functions going to the Department of the Interior (DOI).

State Representative Katie Arrington (R-SC), wife of NSPS member Robert Arrington, won the Republican primary on June 12, garnering national news media attention for defeating incumbent Rep. Mark Sanford (R-SC), the current member of Congress (1995-2001 and since 2013) from the coastal First District and former Governor of the Palmetto State from 2003 to 2011. Sanford is just the second Republican member of the U.S. House to lose a primary in 2018. Arrington, took 50 percent of the GOP primary vote to Sanford’s 46, was endorsed by President Trump. Her husband is president and owner of RLA Associates, PA, based in Summerville, SC. Last week, Ms. Arrington was severely injured in an automobile accident, but is expected to make a full recovery and soon return to the campaign trail for her general election on November 6.
