On June 23, the Task Force again met in Baton Rouge, LA to continue its work related to addressing the future of the profession. Eleven representatives from a variety of organizations participated along with coordinator Donna Sentell and consultant Barbara Eljenholm.
The group continued its efforts related to sustaining a sufficient number of candidates for licensure, and added to its goals addressing the issue of stabilizing the surveying technician workforce.
A report from the meeting will be published when finalized. NSPS wishes to express its appreciation for the dedication of Task Force participants, and to the organizations that continue to support this effort.

During its Fall 2017 business meetings (Oct. 5-7) being held in conjunction with the Texas Society of Professional Surveyors (TSPS) annual conference in Frisco, TX, NSPS will hold an auction with proceeds going to bolster scholarship funds.

The Virginia Association of Surveyors (VAS) promoted a career in surveyors to teachers, principals, administrators and counselors who advise middle and high schools students. VAS was one of a select few employer groups invited to participate in an "Experience Works — Work-Based Learning Conference" this past Tuesday in Richmond, VA. The invitation to VAS from the Office of Career, Technical, and Adult Education of the Virginia Department of Education was one of many engagements to attract the next generation of surveyors that resulted in VAS submitting the NSPS model letter on workforce development. NSPS Government Affairs Consultant John Palatiello and Lobbyist John "JB" Byrd led a meeting this week of a coalition supporting the 3D Elevation Program (3DEP) in the U.S. Geological Survey (USGS) to discuss the program's status and budget update. A briefing was provided by Kevin Gallagher, Associate Director, Core Science Systems for USGS. NSPS is working through the coalition to increase the FY 2018 USGS budget for 3DEP in Congress.

Legislation to reauthorize the Federal Aviation Administration (FAA) was at center stage in Congress in recent days as the House Committee on Transportation and Infrastructure completed its mark-up session including amendments to the House Bill (H.R. 2997) 21st Century Aviation Innovation, Reform, and Reauthorization Act – the 21st Century AIRR Act). The Senate Committee on Commerce, Science and Transportation has scheduled a mark-up session of its Senate bill (S. 1405), the FAA Reauthorization Act of 2017) for later in the week.

The Congressional Research Service (CRS), an arm of the Library of Congress that provides Congress with analysis of issues has completed a report on flood insurance privatization. It found while many factors have made it economically infeasible for the private insurance industry to make flood insurance available to those in need of such protection on reasonable terms and conditions on its own. However, a program of private flood insurance with large-scale participation by the Federal Government is feasible and can be initiated. Property owners are required to purchase flood insurance if their property is identified as being in a Special Flood Hazard Area (SFHA, which is equivalent to having a 1% or greater risk of flooding every year) and is in a community that participates in the NFIP. The required 2015 FEMA study on privatization discussed several key challenges that may be presented by privatizing a larger segment of NFIP policy base, including how to maintain the funding of federal flood mapping and flood mitigation programs largely paid for through SFIP premiums.

While looking for a recent example of boundary line commissions in action, I came across a 2015 case that not only illustrated the application of a particular statutory procedure but also presented some fine support of basic boundary principles. The process of how a boundary line commission functions in Pennsylvania was my initial interest, and as this differs a bit between the states I'll give a brief overview before delving into the specifics of the case.
