In an ever-changing society, sometimes we tend to forget the meaning behind the establishment of what we have come to refer to as "a holiday." Tomorrow, July 4, is the 242nd anniversary of the holiday honoring of the signing of the Declaration of Independence for our great country. Even in times when so many points of contention find their way into our lives, all of us in the United States can be thankful for the benefits we enjoy (and hopefully appreciate) as a result of this landmark event.

In the Journalism competition, 17 entries were received within its four (4) categories, while the Map/Plat competition had 31 entries within its five (5) categories. NSPS thanks every state society and individual who participated, as well as the respective judging panels who volunteered their time.
See the results for the Journalism competition here, and the results for the Map/Plat competition here.
Participation in the Journalism competition is quite easily accomplished. If your state society doesn't currently participate, please encourage it to do so.
The Map/Plat competition typically is among the winners in the respective state society competitions; however, individuals may also submit entries if they have a sponsor.

The Senate last week passed the Agriculture Improvement Act of 2018, S. 3042, by a 86-11 vote. The bipartisan 5-year Farm Bill encompasses a broad array of agriculture, nutrition, conservation, and forestry policy. Section 12516 focuses on precision agriculture integration by authorizing the Secretary of USDA to provide a task force the latest broadband data mapping information to identify cropland, ranchland, and other areas with agricultural operations. The next activity for the bill is a conference committee meeting between the House and Senate lawmakers to reconcile differences between the House and Senate versions.

A recent Congressional Research Service (CRS) report found that unlike with federal funding for highways and municipal water infrastructure, the majority of federal funds provided to USACE are not distributed by formula to states or through competitive grant programs. Instead, USACE is directly engaged in the planning and construction of projects; the majority of its appropriations are used performing work on specific studies and projects authorized by Congress. USACE operates more than 700 dams; has built 14,500 miles of levees; and improves and maintains more than 900 coastal, Great Lakes, and inland harbors, as well as 13,000 miles of deep-draft channels and 12,000 miles of inland waterways.

GPS World
Europe's satellite navigation system Galileo is already in use worldwide, usable by itself or in combination with the U.S. GPS. Now a combined Galileo–GPS positioning fix has been achieved in space — aboard the International Space Station — through an ESA–NASA collaboration. Low-Earth orbiting satellites routinely make use of satellite navigation signals to pinpoint their position in space and allow their paths through space to be fixed with extremely high accuracy.

For years, humans have recognized images better than computers have. Our error rate has been steady at 5% while computer algorithms were at 30%. However, with the rise of computer vision and deep learning, the gap between humans and computers has slowly closed. Within the last two years, researchers have seen computer algorithms show an error rate of less than 5%, surpassing humans.

The Decennial U.S. Census will be conducted in 2020 and it will be the largest mailing in history. But the real story is that each state could lose millions, if not billions, of federal dollars without an accurate address file, and the deadline to supply the U.S. Census Bureau with this list is rapidly approaching.
For this census, every county, city and Indian reservation is required to send their list of known citizens, addresses and geocodes.
