In June, National Society of Professional Surveyors President Lisa Van Horn presented to Dr. West an award of appreciation for her work in satellite geodesy and her continuing STEM outreach to youth.

Joined by Elly Ball (CEO-Get Kids Into Survey), a team of NSPS representatives participated in the exhibit hall of the ASCA 2019 annual conference held in Boston, MA June 29-July 1. More than 1,200 Get Kids Into Survey posters (New York and Crime Scene) were picked up by attendees and the NSPS team was able to have direct conversations about Surveying careers with hundreds of attendees. Again, the "Sandbox" was a big hit with attendees. Thanks to SPACECO, Inc. for allowing the use of its Sandbox.

NCEES is pleased to announce the recipients of the 2019 NCEES Surveying Education Award. This annual award recognizes surveying programs that best reflect the organization’s mission to advance licensure for surveyors in order to safeguard the health, safety, and welfare of the public.
NCEES awarded the New Mexico State University Geomatics/Surveying Engineering program the $25,000 grand prize. Six additional prizes were awarded to qualifying programs to assist with each program’s continued efforts to promote the importance and value of surveying licensure. The award jury considered criteria such as student outcomes and involvement, outreach and recruitment, and the promotion of licensure. The award jury met June 27, 2019, in Clemson, South Carolina, to select the winners.
NCEES Surveying Education Award juror Henry Dingle, P.S., stated, “The jury was very impressed with the constant advancement of the geomatics/surveying engineering program over the last four years. It could be a model for other programs across the country.”

In condolence and support of fellow Virginians who are survivors or families of victims of the May 31 shooting in Virginia Beach, the Virginia Association of Surveyors (VAS) Board made a $500 contribution to the Virginia Beach Tragedy Fund, created and partnered by the City of Virginia Beach and the United Way of South Hampton Roads. This was matched by a $500 contribution from the VAS Tidewater Chapter. The shooting occurred in the office of the city’s public works department where many Surveyors file plans and permit applications. Many local Surveyors knew personnel in the department, and several victims had connections to the surveying and engineering community. Rep. Bennie Thompson (D-MS), Chairman of the Committee on Homeland Security in the U.S> House of Representatives, last week introduced legislation to improve FEMA’s advance contracting process, based on recommendations from a recent audit by the Government Accountability Office (GAO). If passed, H.R. 3500, the Federal Advance Contracts Enhancement (FACE) Act, would require FEMA to ensure more effective use and management of its advance contracts for goods and services. The bill calls for FEMA to 1) update its advance contracting strategy; 2) Issue new guidance to its contracting workforce on the use of advance contracts; 3) promote advance contracts to local and state governments; and 4) improve the use of the agency’s program to track major acquisitions. Sen. Marco Rubio (R-FL) has introduced the Senate companion bill, S. 979.

The White House Office of Management and Budget (OMB) is sponsoring a public forum on the Federal Data Strategy’s draft 2019-2020 Action Plan next week. The forum will provide an opportunity for the business, academic, and non-profit communities to offer feedback on the sixteen draft action items, including Action 11 involving geospatial data standards, in the Federal Data Strategy. Implementation of the strategy will be undertaken over the next year. The draft actions include broad priorities around data resources and tools, research access to data, developing data inventories, improving resources for artificial intelligence research, and setting standards for certain types of data. The actions also include directions for every agency to develop data governance structures, strategies for strengthening skills, and to begin the process of developing learning agendas and identifying priority datasets.

A recent Congressional Research Service (CRS) report found that the Energy and Water Development appropriations bill includes funding for civil works projects of the U.S. Army Corps of Engineers (USACE). For USACE, the Trump Administration requested $4.964 billion for FY2020, which is $2.035 billion (-29%) below the FY2019 appropriation. The request includes no funding for initiating new studies and construction projects (referred to as new starts). The FY2020 request seeks to limit funding for ongoing navigation and flood risk-reduction construction projects to those whose benefits are at least 2.5 times their costs, or projects that address safety concerns. Many congressionally authorized USACE projects would not meet that standard.
