Across the US, multiple cities and towns have experienced subsidence, due to excessive groundwater pumping, man-made landfills, lingering effects of the Ice Age, or a combination of these factors. Subsidence becomes especially dangerous in areas prone to sea level rise, since this make communities more vulnerable to flooding. A 2016 NASA study found that certain parts of New Orleans are sinking at a rate of 2 inches per year, putting them on track to be underwater by 2100. Data from the US Geological Survey shows that parts of Houston have sunk around 10 to 12 feet since the 1920s. Today, the city's northwestern areas are sinking by as much as 2 inches per year. Like in New Orleans, the main culprit in Houston is excessive groundwater pumping. Houston relies heavily on aquifers (bodies of porous rock that act as a natural filtration system) to produce water for homes, industries, and farms. Over-pumping can deplete these aquifers, causing the land to compress and sink. California's Central Valley has one of the worst subsidence crises in the country. From 2011 to 2015, the state was the driest it's ever been on record, which caused its land to become painfully starved for groundwater. NSPS is actively engaged in legislation in Congress that seek to study and address subsidence, including H.R. 1261, H.R. 3111, and S. 529.

In the 115th Congress (2017-2018), Senators Ted Cruz (R-TX) and Ed Markey (D-MA) sponsored the National Timing Resilience and Security Act of 2018. The senators serve on the Commerce, Science and Transportation Committee. Cruz is the Chair of the subcommittee on Aviation and Space, while Markey is the ranking member on the Security subcommittee. The Act, signed into law last December in a U.S. Coast Guard Authorization Act, Public Law 115-28, requires the Department of Transportation (DOT) to establish a terrestrial timing system by 2020 to complement and backup timing signals provided by GPS. It also requires that the new terrestrial system be capable of being expanded to provide a location and navigation service. The DOT is in the early stages of a GPS Backup Technology Demonstration that was funded by Congress early last year. Department representatives have expressed their desire to transition directly from the demonstration project to deciding upon and implementing the mandated timing system. Senator Cruz remarked that “in today’s complex economy and life, we rely on GPS for practically everything. From the cell phones we carry in our pockets, to the navigation of ships and planes, to law enforcement and national security. And right now we are dependent on the GPS satellite system.” He said that threats of malicious attack and natural phenomena like solar flares which would disrupt GPS service endangered national and economic security. NSPS Government Affairs Consultant John Palatiello has confirmed with the Office of that Secretary of Transportation that implementation of the Act is underway.

It is with no small degree of sadness that I must inform you that the NSPS Radio Hour is ending its 8½ year run. Since January 2011, the show has been broadcasted each Monday at 11 AM Eastern on AmericasWebRadio.com. Many thanks to David Moxley (Station owner) for his support and generosity during our run.
As host of the show, I want to sincerely thank all who have participated as guests on the show, and all who have listened “live” or via downloads.
It is uncertain whether the archives of episodes of the NSPS Radio Hour will remain available for listening at: americaswebradio.com/nsps-radio-hour.
NSPS leadership is exploring the possibility of providing Podcasts in the future, and will keep members updated on progress.

Pennsylvania Governor Tom Wolf (D) last week signed HB 1172, a bill that will allow the use of out-of-state occupational licenses in Pennsylvania. Wolf said the “new law will reduce barriers for new Pennsylvanians to work here and shows this is a land of opportunity”. Along with Montana and Arizona, Pennsylvania is among the first states in the nation to take such decisive action toward occupational licensing reform, which involves simplifying the processes required to gain a license to practice certain occupations. The new law permits a licensing board to administer a state-specific examination and other requirements and does not provide a blanket acceptance of any individual licensed in another state.

A gap exists within the profession, and yes it is a generation gap, based on how technology has evolved and how the different generations experience it differently. In this column I explore the histories both of the generations and the technology to reach conclusions on how best to move forward — together.
Surveyors now have more tools than ever before available to them to perform their tasks. But surveyors of different ages regard these tools differently. Not to put too fine a point on it, the younger porfessionals among us feel their creativity and desire to further the profession is being stifled by the group who is supposed to be leading and mentoring them.

Spectrum regulators should hold off on granting a waiver supporting testing of a new UltraWideband technology for driverless vehicles until more information is available, the GPS Innovation Alliance said in comments to the Federal Communications Commission. In fact the FCC should require a minimum level of information be submitted before considering any UWB waivers or changes to the UWB rules, the GPSIA said.

The Federal Aviation Administration has added new airspace restrictions — effective July 11 — on unmanned aircraft systems (UAS) attempting to fly over national-security-sensitive locations. The FAA has been cooperating with federal partners to address concerns about malicious drone operations by using the agency’s existing authority under Title 14 of the Code of Federal Regulations Section 99.7, Special Security Instructions, to establish UAS specific flight restrictions over select, national security sensitive locations.
