Surveyors have always understood how important they and their work are to mankind because it is critical for a civilization that there be a framework upon which development of a society occurs. Of course, in the U.S. and many other countries the protection of property ownership rights is a part of maintaining societal structures.
It is not clear how any development of civilization may occur due to planetary travel, but apparently maintaining integrity and structure in planetary exploration is important to NASA.
In developing its "Mission to Mars" plan, NASA has identified a few careers that it feels will be needed on Mars. In addition to Miners, Teachers, Farmers and Technicians, they list Surveyors as one the fields needed. View the poster created, potentially for recruitment purposes.

Question:
Regarding Table A, Item 6, in the cases where we don't get zoning reports from our clients, we still state the zoning classification and the bulk requirements for height and setback only (not coverage or parking). We qualify these notes stating that the information is per jurisdictional public information.
In your opinion, based on your reading of the requirements, if I don't receive a zoning report, should I be excluding citing 6a and 6b in my certificate even though I have qualified where the information comes from?
Answer:
In my opinion, that would be entirely up to you. I see nothing whatsoever wrong with either approach.
Requiring that the report be provided to the surveyor was a purposeful attempt by both ALTA and NSPS to move liability for zoning matters off of the surveyor and on to people/companies who specialize in such work.
If you are willing to take some of that liability back, I see no reason that you cannot do that (with an appropriate "disclaimer" as to where the information came from), although pursuant to the standards, you do not have to.

NSPS Government Affairs Consultant John Palatiello, in his role as President of the Business Coalition for Fair Competition (BCFC), of which NSPS is a member, testified (watch video segment from 31:10-37:25) before a hearing held by the Subcommittee on Government Operations of the Committee on Oversight and Government Reform, U.S. House of Representatives. In his testimony highlighting proper roles and responsibilities of the private sector and government, Palatiello promoted the USGS 3D Elevation Program (3DEP) as a best practices model in geospatial. To help address the issue, Palatiello suggested that Congress enact the "Freedom from Government Competition Act", H.R. 2044 / S. 1116, introduced by Representative John J. "Jimmy" Duncan, Jr. (R-TN) and Senator John Thune (R-SD). The legislation would establish statutory process to review commercial activities in the Federal government, and was advocated on March 16 by NSPS and MAPPS members during the 2016 Day on the Hill as part of the 2nd annual National Surveying and Mapping Conference held in Crystal City, Virginia.

The Congressional Budget Office (CBO) has provided a cost estimate for hydrographic services, pursuant to section 301 of S. 2206, a bill by Sen. Dan Sullivan (R-AK) that includes the Hydrographic Services Improvement Act (HSIA). CBO wrote: "Title III would authorize the appropriation of $183 million a year over the 2017-2021 period to carry out hydrographic activities, including nautical mapping and charting, collecting hydrographic data, maintaining a geodetic reference system, and measuring tides and currents. In 2015, NOAA allocated $183 million to carry out similar activities. Assuming appropriation of the authorized amounts, CBO estimates that implementing title III would cost $700 million over the 2017-2021 period." In November of 2015, the Senate Commerce Committee approved the bill and the CBO cost estimate may signal that action by the full Senate on S. 2206 may soon occur.

NSPS lobbyist John "JB" Byrd recently met with Assemblywoman Claudia Tenney (R, who is running for the 22nd Congressional District in New York, an open seat currently held by retiring Congressman Richard Hanna (R). Tenney is currently co-owner and legal counsel to Mid-York Press, Inc., a commercial printing and manufacturing firm started by her maternal grandfather in 1946 in Hamilton, Madison County. During her time in the New York Assembly since 2010, Claudia fought against burdensome regulations and taxes which crush existing small businesses and prevent new businesses from opening.

A recent Congressional Budget Office (CBO) cost estimate found that implementing S. 2848, Water Resources Development Act (WRDA) of 2016 sponsored by Sen. Jim Inhofe (R-OK), would cost about $4.8 billion over the next five years and $10.6 billion over the 2017-2026 period. WRDA would authorize the U.S. Army Corps of Engineers (USACE) to construct projects to mitigate storm and hurricane damage, to improve navigation and flood management, and to assist state and local governments with safety programs for dams and levees. The bill also would authorize the Environmental Protection Agency (EPA) to provide grants and loans to state and local governments, public water systems, and nonprofit organizations to support a wide range of water quality projects and programs. S. 2848 authorizes USACE to construct 27 new projects and would modify the existing authorization of another five projects; those projects would aim to improve the nation's navigation system, strengthen flood-risk management, and restore the environment.
