Readers of NSPS News & Views will recall an article in the April 12, 2017 edition seeking donations from NSPS members and the 50 state surveying societies to assist in covering the cost of participation in the Jamboree. The Jamboree is held every four years at the Summit Bechtel Reserve along the New River Gorge in central West Virginia.
Thanks in large part to the success of that campaign, four dedicated volunteers are currently attending the Jamboree (July 21-27) to assist Scouts in attaining the Surveying Merit Badge. NSPS extends its sincere thanks and appreciation to this group for their dedication to the surveying profession, and to the mission of NSPS. Thank you, Joe Elwell, Will Clark, Kyle Schultze, and Steve Okuley for carrying on this tradition!

University of Texas at Tyler
The University of Texas at Tyler, Departments of Civil & Environmental Engineering and Construction Management, is looking for a part time (Adjunct) instructor for Geomatics (CENG 2336). The course is a required course in plane surveying, GPS and GIS for both CE and CM majors.
The class meets twice a week (Monday and Wednesday) from 1325 to 1420 for lecture and then from 1430 to 1715 for lab. Half of the class enrollment takes lab on Monday and the other half on Wednesday.
The Catalogue description is: CENG 2336 Geomatics
Introduction to surveying including distance measurement, corrections, leveling, measurement of angles and directions, traverse adjustment, volumes, cross section and area computations, horizontal and vertical curves, and error theory. Methods and technologies such as Excel, MathCAD, global positioning system and geographic information systems used to manage data in surveying. Emphasis on the use of total stations.

As the House of Representatives begins action on legislation to reauthorize the National Flood Insurance Program (NFIP) in the Federal Emergency Management Agency (FEMA), the program and its losses is receiving national media attention. A recent Congressional Budget Office (CBO) cost estimate found that under current law, property owners can buy flood insurance through NFIP and pay annual premiums which are deposited into the National Flood Insurance Fund (NFIF), which is used to pay flood damage claims submitted by policyholders. Those premiums and payments are not subject to annual appropriation. H.R. 2875, the "National Flood Insurance Program Administrative Reform Act of 2017", introduced by Rep. Nydia Velasquez (D-NY), would give NFIP policyholders the option to buy a higher level of coverage under the Increased Cost of Compliance (ICC) program, which provides payments to property owners to undertake flood mitigation activities following a flood claim. CBO estimates that implementing H.R. 2875 would cost $11 million over the 2018-2022 period, mostly for an advisory committee on flood insurance. NSPS supports flood insurance reform with better surveying, mapping and elevation data. Click here for the Issue Paper.

The Agriculture Committee of the U.S. House of Representatives held a hearing last week to review technology innovation and associated data for use by the modern farming community. During the hearing, Rep. Rick Allen (R-GA) asked witnesses not just about geospatial requirements for the Farm Services Agency (FSA), but also touched on the how the Natural Resources Conservation Service (NRCS) was working closely with the US Geological Survey's 3D Elevation Program (3DEP). The Subcommittee on the Environment of the Committee on Energy and Commerce in the U.S. House of Representatives has approved the "Drinking Water System Improvement Act" by a voice vote, with amendments. The Subcommittee previously received testimony on ways to increase funding for drinking water revolving loan funds and public water system supervision grants, efforts to improve asset management by utilities, and potential partnership options that improve management of systems and the provision of safe drinking water. Drinking water is delivered across the country by privately and publicly owned water systems via one million miles of pipes. Many of these pipes were laid in the early to mid-20th century with a lifespan of 75 to 100 years.
