Thanks to all who responded to a recent request in NSPS News & Views for input regarding activities initiated by the National Geodetic Survey aimed at establishing a new, earth-centered, earth-fixed Reference Frame in 2022, replacing NAD 83 and NAVD 88. The Transportation Research Board's Committee on Geospatial Data Acquisition Technologies in Design and Construction would like to continue gathering information from the perspective of transportation mapping professionals, from both private sector and public sector users, regarding how they might use this new Reference Frame, what benefits they anticipate, and what concerns they might have. The Committee on Energy and Natural Resources has approved one of the top NSPS legislative priorities, a Federal land inventory. On Tuesday, July 28, the panel began consideration of the Energy Policy Modernization Act, which includes a modified, compromise version of the Federal Land Asset Inventory Reform (FLAIR Act). Section 4401 of the energy bill calls for a Federal land cadastre. The bi-partisan bill, (still unnumbered) was developed by committee chairman, Senator Lisa Murkowski (R-AK) and ranking Democrat, Senator Marie Cantwell (D-WA). NSPS reviewed and endorsed the language. House leaders also introduced an energy bill last week that does not include the land inventory provision, but that bill may go through several committees, including the Committee on Natural Resources, in which the full FLAIR Act, H.R. 3121, is currently pending.

Action on appropriations bills to fund the Federal government when fiscal year 2016 begins on October 1 has come to a halt in Congress. The House Appropriations Committee has approved all 12 spending bills and the full House has passed 6, with the Senate far behind. It appears these bills will be bundled into a short term continuing resolution or a year-long "omnibus."

With the current Federal highway program slated to expire at the end of this month, the House and Senate are taking differing approaches to infrastructure legislation. Both bodies are working toward a month-long recess and a compromise is needed by the end of the week. The Senate bill is a new 6-year highway program, while the House is seeking a 3-month extension of the current program. The House is yet to produce a multi-year proposal.
