Dr. Daniel Steudler of the Swiss Directorate on Cadastral Surveying has graciously extended an invitation for a US delegation of geospatial professionals to visit Swisstopo September 12-14 in Bern, Switzerland. There will be a 3 day session with focused learned ing everything that we can about the Swiss way of land surveying, mapping, GIS and modern land information systems.
Three individuals from the US are spearheading this event, Christine Gayron, Greg de Bruin, and Rich Leaver, representing the states of New York and Wisconsin.
Swisstopo has room for 12 more people, and they would love to welcome a 15 person US delegation with representation from other states. This has the potential to be a real game changer, career changer, and life changer for geospatial professionals. The Young Surveyors Network should really be encouraged by this opportunity.

The U.S. House of Representatives has passed H.R. 4881, the Precision Agriculture Connectivity Act, to reduce barriers to the implementation of cutting-edge technology on America’s farms. The legislation, authored by Congressmen Bob Latta (R-OH) and Dave Loebsack (D-IA), establishes a Federal Communications Commission (FCC) task force, in collaboration with the U.S. Department of Agriculture (USDA), to evaluate the best ways to meet the broadband connectivity and technological needs of precision agriculture. Latta and Loebsack are both co-chairs of the House Rural Broadband Caucus. NSPS worked closely with Rep. Latta to add an individual with expertise in "geospatial analysis" to the task force. The Task Force must be comprised of farmers and ranchers, Internet service providers, broadband mapping experts, and representatives from the satellite industry, electric cooperatives, precision agriculture equipment manufacturers, and local and state government representatives. The duties of the Task Force include: 1) Identifying and measuring current gaps in broadband coverage on agricultural land; 2) Developing policy recommendations to promote the rapid, expanded deployment of broadband Internet access service on agricultural land, with a goal of achieving reliable service on 95 percent of agricultural land by 2025; 3) Recommending steps the FCC should take to obtain reliable and standardized measurements of broadband Internet access service availability as may be necessary to target funding support to unserved agricultural land in need of broadband Internet access service; and 4) Recommending steps the FCC should consider to ensure that the expertise of USDA and available farm data are reflected in developing future programs of the Commission to deploy broadband Internet access service and to direct available funding to unserved agricultural land where needed.

The U.S. Senate yesterday voted to extend the National Flood Insurance Program (NFIP) through November 30 by a vote of 86-12. By enacting a simple extension, no policy reforms were included. The bill, S. 1182, passed the House earlier, and the bill now goes to President Trump to be singed into law. The President issued a statement last week supporting the NFIP and efforts to ensure the program did not lapse. Per the White House, "As the Congress considers legislation to reauthorize the program, the Administration continues to strongly support reforms to the program to ensure its long-term viability. As currently structured, the NFIP cannot handle catastrophic losses like those caused by the devastating hurricanes in 2017. In October 2017, the Administration proposed a number of commonsense reforms to put the program on a sound financial footing while ensuring that affordable rates are maintained for low-income policyholders. The Administration also supported H.R. 2874, the 21st Century Flood Reform Act, which included several responsible reforms, as well as enactment of the Flood Insurance Market Parity and Modernization Act, which would help develop the private market for flood insurance.

Smart-infrastructure projects informed by sophisticated analysis of data have the potential to transform millions of linear feet of curbs and sidewalks. The fixtures that define streets have never been more in demand with the proliferation of shared-mobility options and consumers' ever-increasing expectations of near-instantaneous delivery services. Yet for those outside of local government, it may come as a surprise that a number of cities around the country are unaware of exactly how these spaces are utilized or even which traffic signage lines their streets. This blind spot has widened over the course of decades as new rules and regulations were layered atop older ones, with little ability to maintain an exact, mapped and central locational ledger. The importance of tracking what is going on at the curbside usage is growing as ride-hailing, dockless shared bikes and scooters, and, eventually, autonomous vehicles compete with parking and pedestrians for access. Cities can capitalize on this opportunity by creating open-source databases that track curbside regulation and usage in real time, allowing for private companies to quickly build applications and solve problems that might otherwise be years away on a city's to-do list. Moreover, the demand-responsive pricing of curbside locations could go a long way toward solving a major problem that cities are dealing with: how to appropriately generate revenue from a disrupted transportation market.

Governments all over the world have made substantial efforts in opening access to geospatial data. Most recently, Ordnance Survey has announced that key parts of the OS MasterMap will be made openly available for the public and businesses to use. And it is estimated that this will boost the UK economy by at least £130m each year, as innovative companies and startups use the data.

A survey consulting firm accustomed to using drones to capture data in the field recently found that data gathering was taking too long, and after just one day, the field manager knew the project wasn't going to meet budget.
"Some of the areas were more congested than we originally planned, and we had to consider other tools to do it better and faster," said Mike George of Downtown Design Services Inc.

Officials of the U.S. Defense Advanced Research Projects Agency in Arlington, Va., announced a $2 million contract to BAE Systems for the Geospatial Cloud Analytics project.
