Early in 2018, NSPS was contacted by an organization which is licensed by the Chinese government to facilitate government, business, and academic exchange between the US and China, requesting to arrange a function with NSPS to exchange common interests related to topics of survey work. This led to a request that NSPS host a surveying competition program in which a delegation of surveyors from Beijing’s Federation of Trade Unions would compete with Surveyors from the U. S. The purpose of the delegation’s visit was presented as "to participate in a mutual exchange of 'best-practices,' and hold a 'friendly competition' to inspire professional excellence in the field of surveying."
Accordingly, there has been dialog and preliminary planning to arrange for the competition of occur in the Washington, DC area in early November 2018. As currently envisioned, the total number of team members from each country would include 18 Surveyors. More details will be available in the near future, but NSPS wanted to let its members know that as planning for event continues there will be a need to identify individuals who may be interested in participating.

The public is damaged when their boundary lines are disrupted; the cost to litigate a boundary dispute runs into the tens of thousands of dollars and routinely exceeds $100,000. This is ultimately why the surveying profession exists, and why Professional Surveyors are licensed in all 50 states.
Without the stewardship of Professional Surveyors, and the responsibility and authority they hold to determine and describe real property boundaries, the entire system of land tenure in the United States would literally break down because boundaries would become ambiguous and conflicted.
This imminent collapse is avoided by what is necessarily a combination of the Professional Surveyor's expertise as to boundary locations, and the title industry's business of insuring title.
The insuring of title is one thing; however, the location of those insured title lines is an entirely different issue. Thousands of times every day, title companies (not to mention lenders, buyers, sellers, and owners) rely on Professional Surveyors to locate boundaries and produce maps that are not simply precise, but that are also accurate. Precision is nice – necessary in many cases – but accuracy is imperative.

President Trump signed into law last week H.R.2353, the Strengthening Career and Technical Education (CTE) for the 21st Century Act. Public Law 115-224 amends and extends the Carl D. Perkins Career and Technical Education Act of 2006 through FY2023. Section 113 provides that the Department of Education shall carry out research, development, capacity building, and technical assistance with regard to career and technical education programs. Section 219 provides that the Government Accountability Office (GAO) shall evaluate strategies, components, policies, and practices used successfully by eligible agencies or eligible recipients receiving funding to assist all students in pursuing and completing programs of study aligned to high-skill, high-wage occupations, as well as any specific underrepresented subgroup of students. Later that day, the President provided remarks on Workforce Development stating, "Now, more than 11 million students and workers will have greater access to better training and more jobs."

Congress has passed H.R. 6147, the "Interior, Environment, Financial Services and General Government, Agriculture, Rural Development, Food and Drug Administration, and Transportation, Housing and Urban Development Appropriations Act, 2019," which is the second FY 2019 "Minibus." On July 19, the House passed the bill by a 217-199 vote. On August 1, the Senate passed the bill by a 92-6 vote. The bill funds the Department of the Interior, Department of Agriculture, Department of Transportation, HUD, among several independent agencies.

A recent Congressional Research Service (CRS) report found that the National Flood Insurance Program (NFIP) is the main source of primary flood insurance coverage in the United States, collecting $3.5 billion in premiums for over five million flood insurance policies. In recent years, private insurers have expressed increased interest in providing flood coverage. Advances in the analytics and data used to quantify flood risk along with increases in capital market capacities may allow private insurers to take on flood risks that they shunned in the past. NFIP flood mapping is currently funded in two ways, through (1) annual discretionary appropriations; and (2) discretionary spending authority from offsetting money collected from the Federal Policy Fee (FPF). Certain legislative proposals before Congress contain mechanisms by which private insurance companies could contribute to the costs of floodplain mapping in lieu of paying the FPF.

The nation's leading GPS experts voted unanimously to oppose allowing Ligado Networks to use spectrum neighboring the GPS band for terrestrial communications.
The NationalSpace-Based Positioning, Navigation, and Timing Advisory Board urged opposition to the proposal saying that even if the transmissions' power was lowered to just under 10 watts it "will create totally unacceptable interference for a great number of GPS users in the United States."
