The NSPS TrigStar Committee has graded the exams for the 2017 National Competition, and posted results. State winners from 35 states participated in the national competition. For the first time in memory, this year's First Place winner is from the same high school (in Utah), and with the same teacher, as the First Place winner in the last year's competition. Congratulations to Treyan Fitzwater, his teacher Ashley Martin, and the Utah Council of Land Surveyors. Another interesting element of this year's competition is that the First Place winner graduated in 2017, the Second Place winner will graduate in 2018, and the Third Place winner will graduate in 2019.
NSPS very much appreciates the efforts of members from across the country who devote their time and energy to make TrigStar a success, at the local, state, and national levels.

The USGS has announced it will hold webinars this week and next for potential partners wishing to submit proposals for competitive awards in response to a Board Agency Announcement (BAA) for the 3DEP program. NSPS has been a long time supporting organization for 3DEP.

A Rural Airband Initiative to bring broadband connectivity to 2 million more people in rural America by 2022, using white spaces spectrum that uses buffer channels between active TV channels in the VHF and UHF spectrum, has been launched. Experts say the proposal is far on the spectrum from GPS, and thus would not result in signal interference with GPS, as the LightSquared (now Ligado) system would. If this proposal were deployed, the market demand for the Ligado system may be minimized. The proposal has been promoted by a bipartisan group of 43 members of Congress.

The U.S. Army has halted all use of drone equipment manufactured by DJI, a China based company. "Due to increased awareness of cyber vulnerabilities associated with DJI products, it is directed that the U.S. Army halt use of all DJI products. This guidance applies to all DJI UAS and any system that employs DJI electrical components or software including, but not limited to, flight computers, cameras, radios, batteries, speed controllers, GPS units, handheld control stations, or devices with DJI software applications installed," according to the Army directive.

The Department of the Interior (DOI) cannot document how much land was bought with $815 million, nor if the properties are being used for their intended purpose, a government watchdog reported last week. The department's officials couldn't provide its Inspector General (IG) with data about its land purchase programs, the watchdog's report said. The IG consequently surveyed 108 programs and found that just 16 of those awarded 701 grants between 2014 and 2015 to purchase $815 million worth of land. DOI "does not centrally track information about grants awarded for the purpose of acquiring land," the IG said. "As such, DOI is unable to identify how much grant money has been used to purchase land, how much land has been purchased and whether that land is being used for its intended purpose. Without an adequate process in place to monitor funds used to purchase land, DOI is potentially exposed to significant risk of wasted funds." NSPS supports the Federal Land Asset Inventory Reform (FLAIR) Act, a bill in the US. Congress to provide for a current, accurate inventory of Federal land. The bill has been approved by the Committee on Natural Resources in the House of Representatives and is pending before the U.S. Senate as a section in a comprehensive energy bill.

Purists will point out that in the 44 years since the GPS program was launched, GPS has nearly achieved the status of a generic trademark when it comes to global navigation satellite systems. In fact, GPS is the U.S.-government-owned utility maintained by the U.S. Air Force. GNSS is the more generic term for satellite-based positioning, navigation and timing systems.
