As the state director of the NSPS, it is my responsibility and personal initiative to promote the Certified Survey Technician (CST) program. Most of those reading are probably licensed professionals who may not think there would be need for CST certification. However, how many licensed professionals send field crew personnel out into the field or have plats drafted regularly, knowing that every time these tasks are performed, your license, liability, and livelihood are at stake? That being said, is it wiser to promote and invest in someone who has proven competency through further education and experience than one who does not demonstrate the motivation and desire to excel in his chosen field? Perhaps it is my opinion that the answer to this question is yes, but it is not only I who recognizes the benefits of this program. The industry, the federal government, and the military recognize the CST program for certifying the ability and competency of survey technicians. Some of the many benefits of having this program are as follows:
Identifies the important contributions that the technicians provide to the surveying and mapping profession;
Provides credentials to technicians;
Identifies those who have achieved specific technical competencies;
Provides a career ladder for technicians;
Provides those firms who support and utilize certified technicians a way to evaluate applicants and an opportunity to promote that their technical staff are certified.
Regardless of location in the state, the CST examination may be proctored within an applicant’s LSPS district. I want to encourage those who are licensed or already CST certified to share this opportunity with promising individuals in our field who may not be looking to acquire a professional license. At its meeting in Crystal City, Virginia in March, the NSPS Board of Directors approved a motion to launch a national workforce development initiative, designed to help attract the next generation of professional surveyors and technicians. That program begins with a letter-writing campaign by state surveying societies, as well as by local chapters and individual surveyors and firms.
On the NSPS website, a new page for workforce development has been created. On it are two sample letters to urge state and local workforce agencies to place a focus and emphasis on the surveying and geospatial workforce. The first is a sample letter that every state surveying society is urged to use to send to its state Career and Technical Education (CTE) office. It is drafted as a letter for Virginia from the Virginia Association of Surveyors, but it can be modified and personalized for each respective state. NSPS encourages every state affiliate to adapt this letter and send it to their state CTE office. Included on the top of the letter is a link to the name and address of every state CTE office and official.
The second sample letter should be used by chapters of state affiliate societies, or individual surveyors and/or surveying firms, to send to their local workforce development board and office. Included on the top of the letter is a link to the every local workforce board across the nation.
This is the first step in a NSPS effort to attract more individuals into a career in surveying. The Federal government provides more than $2 billion to state and local government for workforce development and career and technical education through the Departments of Labor and Education. These letters are a way for state and local surveying organizations to tap into the benefits of those funds. Every state should send a letter to their state CTE official and chapters/individual members should write their local workforce board.

The National Science Foundation has announced that it is providing funds for UAS and geospatial education program development in Virginia. Nearly $900,000 grant will build a program to integrate UAS and GIS into community college curriculum.

The U.S. Army Corps of Engineers has issued a policy circular that outlines guidance for the acquisition and operation of Unmanned Aircraft Systems (UAS). It also governs the use of UAS systems by the public or commercial organizations at USACE water resources development projects.

Before Congress recessed for the two party conventions and the August work period in their districts and home states, Senators Mike Lee (R-UT) and Ben Sasse (R-NE) introduced S. 3158, the Alternatives to Licensing that Lower Obstacles to Work (ALLOW) Act. The sponsors say the bill would serve as a model to states for occupational licensing reform by creating an office in the local government of Washington, DC , within the District Attorney General’s Office, that would actively supervise occupational licensing boards, including both “sunrise” and “sunset” reviews of all licensing requirements. The bill would not affect licensing in the 50 states, but the Senators hope the DC office will serve as a model for the states. The bill also restricts licensing for tour guides in National Parks and seeks to harmonize occupational licenses and public certifications issued in any state on military bases in order to promote workforce attachment for military spouses who move with their enlisted spouse from post-to-post and increase workforce mobility.

The Federal Communications Commission (FCC) unveiled a new mapping tool by its Connect2Health Task Force (C2H) in support of its efforts to further chart the broadband future of healthcare. The Mapping Broadband Health in America tool enables more efficient, data-driven decision making at the intersection of broadband and health and promotes stakeholder collaboration. By allowing users to ask and answer questions about broadband and health at the county and census block levels, the tool provides valuable data and insights to drive broadband health policies and connected health solutions.

A recent Congressional Research Service (CRS) report found that Congress and the Executive Branch have long been frustrated with waste, mismanagement, and fraud in defense acquisitions and have spent significant resources seeking to reform and improve the process. More than 150 major studies on acquisition reform have been conducted since the end of World War II, with many aimed at improving the acquisition workforce.

The U.S. Air Force has announced a new competition for the next GPS III satellite launch, scheduled for 2019. The request for proposal for an Evolved Expendable Launch Vehicle Launch Service, due from the industry by Sept. 19, follows a draft RPF that received "extensive industry engagements," the Air Force said.
Departing from a traditional approach that includes a contract for multiple launches, the fixed-price, stand-alone contract will be for one GPS III launch.
