Within 24 hours of submitting a letter to his state's Career and Technical Education (CTE) office, TJ Frazier, President of the Maryland Society of Surveyors received a response and a scheduled meeting to discuss workforce development in the surveying and geospatial community.
The Maryland effort is part of the NSPS national workforce development initiative, designed to help attract the next generation of professional surveyors and technicians. That program begins with a letter-writing campaign by state surveying societies, as well as by local chapters and individual surveyors and firms.
On the NSPS website, a new page for workforce development has been created. On it are two sample letters to urge state and local workforce agencies to place a focus and emphasis on the surveying and geospatial workforce.

The National League of Cities (NLC) has released Cities and Drones, a new report that provides cities with insight on the recently released Federal Aviation Administration (FAA) rules relating to drone operation. The report also provides suggestions for how local governments can craft their own drone ordinances to encourage innovation while also protecting their cities.

The Congressional Budget Office (CBO) has released a cost estimate for S. 2902, the "Western Water Supply and Planning Enhancement Act of 2016". The bill would direct the Bureau of Reclamation (BOR) to convert water service contracts with water districts in 17 western states to repayment contracts if a contractor requests it, which would allow contractors to repay their share of capital costs to the federal government earlier than would otherwise occur under current law. CBO estimates that accelerating those payments would, on net, increase offsetting receipts, which are treated as reductions in direct spending, by $635 million over the next 10 years.

The National Association of Water Companies (NAWC) and Truth from the Tap released the findings of a national public opinion survey showing Americans believe the private sector should play a central role in delivering water and rebuilding U.S. water infrastructure.

A Congressional Research Service (CRS) report has found that the diminishment of Arctic sea ice has led to increased human activities and has heightened interest in, and concerns about, the region’s future. In July and August 2010, NOAA surveyed the Bering Straits area in order to update its charts but stated that it will take more than 25 years to map the prioritized areas of navigational significance in U.S. Arctic waters. Mapping projects are underway, by individual countries and through cooperative government studies, to support submissions to the Commission on the Limits of the Continental Shelf, including for areas that may contain large amounts of oil, natural gas, methane hydrates, or minerals. The report notes the Department of Defense “will take steps to work with other Federal departments and agencies to improve nautical charts, enhance relevant atmospheric and oceanic models, improve accuracy of estimates of ice extent and thickness, and detect and monitor climate change indicators. In particular, the Department of the Navy will work in partnership with other Federal departments and agencies (e.g., DHS, the Department of Commerce) and international partners to improve hydrographic charting and oceanographic surveys in the Arctic.”

A Congressional Budget Office (CBO) cost estimate found that S. 3038, the "Coastal Coordination Act of 2016", would reauthorize the Coastal Zone Management Act of 1972 (CZMA), which governs federal and state environmental management of coastal areas. The bill would authorize appropriations for grants to state and local governments and other coastal zone management programs administered by the National Oceanic and Atmospheric Administration (NOAA). The bill also would authorize NOAA, in consultation with Texas, Louisiana, Mississippi, Alabama, and Florida, to create programs for the conservation and restoration of the Gulf of Mexico ecosystem. The purpose of the bill is to expand and strengthen the cooperative voluntary efforts, including international efforts, of public and private stakeholders to protect and restore the Gulf of Mexico. CBO estimates that implementing S. 3038 would cost $423 million over the 2017-2021 period, assuming appropriation of the authorized amounts. CBO estimates that enacting S. 3038 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

Google Cloud Platform released to general availability the database storage solutions (Cloud SQL Second Generation, Cloud Datastore and Cloud Bigtable) it announced a few months ago.
The company also released several updates to Google Compute Engine that will bring new improvements for database customers. These include support for Microsoft SQL licensing, new data encryption features, improved price-performance and lowered latency.

GPS World
Europe's fifth and sixth Galileo satellites, which were salvaged from their faulty launch into working orbits, are set to begin broadcasting working navigation signals for test purposes.
This activation will allow satnav receiver manufacturers, service providers and scientific researchers to make use of these test signals. A decision on whether these satellites will become part of the operational Galileo constellation is due to be taken by the European Commission.
