Yes, it is ALTA/NSPS! When the 2016 version of the standards become effective in February, the name will officially be "ALTA/NSPS."
During the recent meeting of the joint ALTA/NSPS Committee, the question (which has been asked before) came up about Table A, Item 21 regarding the length of time a surveyor needs to maintain professional liability coverage related to a specific survey conducted using the ALTA/NSPS standards. The question was posed to the Victor O. Schinnerer Company with whom NSPS regularly conducts discussions about such matters. Schinnerer helped us with the wording of this when we introduced it in 2011, so the wording is – from a professional liability standpoint – exactly as it should be.
The response:
Item 21 deals only with the length of time that the professional liability coverage needs to be maintained by the surveyor. It has nothing whatsoever to do with liability. Item 21 states that the policy needs to “be in effect throughout the contract term.” It is well-understood in the insurance industry that reference to the “contract term” in this context is – in our case – a reference to the contract between the surveyor and his or her client. Thus, if selected, Item 21 requires that the surveyor maintain professional liability coverage during the time that the contract between the surveyor and client is in effect. This is normally just a few weeks – from the date the contract is signed (or agreed upon, in the case of an unwritten contract), to delivery of the survey and subsequent payment.
This is entirely independent of how long the surveyor is liable for his or her work. That is a function of state law and depends on the state’s statutes of limitation and repose. Where surveyors have the benefit of a statute of repose, there is a set time period after which a claimant is prohibited from making a claim. In states where surveyors do not have a statute of repose, the statute of limitations (and length of time of discovery) controls the length of time of the surveyor’s liability.

NSPS Young Surveyors are hosting our 2nd meeting on October 8th and 9th, 2015 in Sandusky, Ohio. This meeting will be held at the same time as the Ohio State Fall Meetings and the NSPS Fall Board Meeting. This is an excellent opportunity for the Young Surveyors to get together, listen to speakers selected just for the group, discuss the future of our group, present to the Ohio State Land Surveyors and to network with each other and the NSPS Board members. We might even try to squeeze some fun in this as well! We are looking forward to moving this group forward at a national level and hope you will be part of the experience.

CFedS
Recently, AISES partnered with Certified Federal Surveyors to allow it to better serve its members who are a Professional Land Surveyor (PLS) or Land Surveyor in Training (LSIT). The Certified Federal Surveyors Program (CFedS) is co-administered by the Department of the Interior's Bureau of Land Management and the National Society of Professional Surveyors (NSPS) and it provides unique and extensive training for PLS in understanding federal survey processes. The voluntary program, approved by the Secretary of the Interior and the Office of the Special Trustee, CFedS is designed to: increase the pool of qualified surveyors to perform work on or near federal interest lands, including Indian lands; to ensure such surveys comply with federal regulations and policies, decreasing the chance and expense of rework; and provide opportunities to increase self-determination for Indian tribes. The event will take place in beautiful Bellingham, Washington September 9 - 13, 2015. The theme, “Surveys & Surveyors of the Salish Sea” will focus on the history of international boundary surveys in the area. Numerous featured speakers will share their knowledge of the area and surveyors who worked there. On Friday, September 11 registrants will enjoy a field trip to San Juan Island for a walking tour of American and English camps, and lectures onsite during this private tour of the national park.

River and Lake Boundaries, Surveying Water Boundaries – A Manual, Second Edition, authored by the late James A. Simpson is well referenced, and often cited in court cases. It is being offered on behalf of the Public Land Survey System Foundation.
Surveyors and Statesmen by Sarah S. Hughes is a history of the development of the surveying profession in Colonial Virginia, and its impact on the Chesapeake economy and society. It is being offered on behalf of the Virginia Surveyors Foundation.

Gary Kent, Chair of the Joint ALTA/NSPS Land Title Survey Committee, joins host Curt Sumner for Part 2 of their discussion about the proposed additions/amendments for the 2016 version of the standards. The Congressional Research Services (CRS), an arm of the Library of Congress that prepares special reports for the legislature, has prepared an analysis of appropriations for the Department of Homeland Security (DHS), including the Federal Emergency Management Administration (FEMA) and its flood mapping program. The report discussed the FY2016 appropriations for the and provided an overview of the Obama Administration’s FY2016 request. FEMA's Flood Hazard Mapping and Risk Analysis efforts were funded at $190 million in S. 1619 and $100 million in H.R. 3128. In separate reports, CRS also highlighted a comparison for DHS appropriations as well as historical trends.

The Government Accountability Office (GAO) has issued a report highlighting progress the Federal Aviation Administration (FAA) has made including the FAA's UAS Comprehensive Plan and UAS Integration Roadmap , which provide broad plans for commercial unmanned aircraft systems (UAS) integration. FAA approves all UAS operations on a case-by-case basis, pursuant to “Section 333” applications, but has recently increased and accelerated approvals. Internationally, numerous countries have been allowing UAS operations in their airspace, including for surveying.
