The 98th Annual Meeting of NCEES was recently held at the Omni Shoreham Hotel in Washington, D.C. It was my distinct privilege and honor to represent NCEES by participation in a wreath-laying ceremony at the Tomb of the Unknown Soldier at Arlington National Cemetery on the final day of the meeting.
As a state board of licensure member from New Mexico, I was joined by three other veterans in commemorating the ultimate sacrifice made by so many over the history of our nation. NCEES members Richard Cottingham (NC), Janice Bostelman (NE), and Kelly Katz (DE), another NSPS member, joined me in presenting a wreath at the tomb. The four of us were selected by Mr. David Cox, NCEES CEO, after submitting a brief essay on the significance of the opportunity to us, and the importance to us of our participation.
It was gratifying to see so many of our friends and colleagues in attendance on that hot, muggy August 17th morning.
I want to extend my sincere appreciation and thanks to David Cox, those in attendance, and to the staff of NCEES for coordinating this event and allowing me this honor and privilege.

An NSPS-led delegation of organizations supportive of the U.S. Geological Survey's 3D Elevation Program (3DEP) met with the new Office of Management and Budget (OMB) analyst responsible for preparing the annual USGS budget. Pictured here, NSPS Curtis Sumner, NSPS Government Affairs Consultant John Palatiello, as well as NSPS Federal Lobbyist John "JB" Byrd joined their respective colleagues from the geospatial, real estate, energy, geology, and infrastructure advocacy organizations requesting that USGS be fully funded at $146 million in the President's FY2021 budget request to Congress.

NGS
National Geodetic Survey (NGS) is requesting input and feedback on a new data format for sharing real-time kinematic (RTK) GNSS vector information. The new format will be like the static GNSS standard, Receiver Independent Exchange (RINEX), and is utilized by most software packages and the Online Positioning User System (OPUS). The new GNSS Vector Exchange format (GVX), will introduce a new industry standard for sharing of RTK vectors across differing platforms and software packages.

NSPS works directly with NGS to providing input on maintaining and updating the National Spatial Reference System and will include significant assistance with educating geospatial data providers with the upcoming 2022 datum change and implementation of the North American Terrestrial Reference Frame of 2022 (NATRF2022).

The FAA recently tasked members of the FAA Drone Advisory Committee (DAC) to provide recommendations on improvements to the processing of Part 107 applications. The DAC Task Force 3 has generated a survey to solicit input from appropriate stakeholders with experience navigating the application process. Answers will remain anonymous. When the U.S. Army Corps of Engineers prepares to dredge the Mississippi River each year, someone has to determine where the problems are and how much sediment needs to be removed. That job falls to the hydrographic survey crew that operates a survey launch both before and after each dredging operation. One of the challenges for the team is that the level of the river is constantly changing. Precise measurements are needed so the dredge crew knows how much sediment to remove from each location. Not only do they have to calibrate the sonar and GPS every day, but they have to reset them every time they move into a new pool.

Before recessing for the month of August, the Committee on Natural Resources of the U.S. House of Representatives approved bipartisan legislation to use revenues from energy production on federal property to pay down the large maintenance backlog at National Parks was approved. The bill, H.R. 1225, the Restore Our Parks and Public Lands Act, dedicates 50 percent of the revenues from oil, gas, coal, and alternative or renewable energy development on federal lands and waters to repairing and maintaining national parks through 2024. The funding, capped at $1.3 billion annually, seeks to cover one-half of the National Park Service's (NPS) deferred maintenance backlog within five years. National parks, monuments, historic sites, and other properties managed by NPS have aging buildings and crumbling roads, trails, and other facilities. The deferred maintenance backlog has grown from $11 billion to $12 billion since 2010. The legislation now awaits action by the full House of Representatives.

The U.S. Air Force's second next-generation GPS III satellite, built by Lockheed Martin, is responding to commands, under control and now using its own internal propulsion system to get to orbit following its successful Aug. 22 launch.
Air Force and Lockheed Martin engineers at Lockheed Martin's Launch & Checkout Facility near Denver declared they had full control of GPS III Space Vehicle 02 shortly after the satellite's separation from its United Launch Alliance Delta IV rocket booster.

Those of us in the business of mapping take pride in our wayfinding skills. Yet, on a recent trip to Florence, Italy, I found myself searching aimlessly for my hotel in the city's medieval street layout. Something was definitely wrong when I ended up between numbers 51 and 101 in via Faenza. I was lost.
At first glance, the door numbers in this beautiful Italian city don't seem to be coherent. Numbers are either repeating, or worse, missing.
