A recent Congressional Research Service (CRS) report found that the safety of natural gas and hazardous liquid pipelines in the United States is regulated by the Pipeline and Hazardous Materials Safety Administration (PHMSA) within the Department of Transportation (DOT). For decades, Congress has reauthorized DOT's pipeline safety program in stand-alone legislation. In addition, Congress has used reauthorizations to impose on PHMSA various mandates regarding standards, studies, and other elements of pipeline safety regulation — usually in response to major pipeline accidents. PHMSA's current authorization expires at the end of fiscal year 2019.

As noted in last week's newsletter, NSPS headquarters still maintains for sale a number of books. Among them is the NSPS-owned Definitions of Surveying and Associated Terms (2005 edition). We would like your opinion regarding an updating of this book. After all, it has been 13 years since the 2005 edition. There is some discussion going on regarding an update, and even an offer from someone who is willing to do it. What do you think?
For information about books that are available through NSPS, visit the eStore at: https://www.nsps.us.com/store/ListProducts.aspx?catid=429300, or contact Trish Milburn.

On Aug. 10, the National Space-Based Positioning, Navigation and Timing Advisory Board, the government's GPS expert board, sent a letter to the National Executive Committee for Space-Based PNT (a multi-agency body that steers GPS policy) that concluded, "We strongly recommend your opposition to the Ligado proposal."
The letter sprang from a unanimous vote five days earlier to oppose allowing Ligado Networks to use spectrum neighboring the GPS band for terrestrial communications.

The first of the U.S. Air Force's advanced new, higher-power, harder-to-jam GPS III satellites is making its way to the launch pad.
On Aug. 20, Lockheed Martin shipped the U.S. Air Force's first GPS III space vehicle (GPS III SV01) to Cape Canaveral for its expected launch in December. Designed and built at Lockheed Martin's GPS III Processing Facility near Denver, the satellite was shipped from Buckley Air Force Base, Colorado, to the Cape on a massive Air Force C-17 aircraft.

The 2008 Financial Crisis stands testament to the turbulence real estate can bring. As governments plan, zone and lease — knowing a city's real estate portfolio inside and out is crucial. To do so, simple 2D maps are no longer enough.
With big data and improved visualization tools, government can better understand the development projects in the city and make informed, evidence-based decisions.
