TEXAS & LOUISIANA FLOODING
WE NEED YOUR HELP!
The news about the tremendous flooding and wind damage in Texas is virtually 24 hours a day. President Trump has declared Texas a "Disaster Area" and as I write this has just declared Louisiana a "Disaster Area." The torrential rains, already over 30" in many areas, with another 20" predicted, will not be over for several more days.
Many surveyors, as well as their employees and their families, will be the victims of this flooding! These surveyors will lose most of their furniture, appliances and clothing, and their offices to the flood waters. Some will not be located in a FEMA designated flood zone, and will have no flood insurance! Others will have flood insurance on the buildings, but not contents!
I can tell you personally that being a flood victim is a devastating experience! I was wiped out in Super Storm Sandy. The effects of that flooding are still with me and the communities hit by that storm. There are still many abandoned homes and businesses four years after Sandy!
My point is that Your Foundation needs donations! We need money to replenish our Disaster Relief Fund and satisfy the claims that will be arriving from Texas and Louisiana! Our Disaster Relief fund is there to help our fellow professionals (THAT MEANS YOU) recover from floods, storms, tornados, fires, and any other natural or manmade disasters. You never know when you are going to need help. I sure didn't!
Please be as generous as possible with your donations. I know that times are still difficult in some areas but send whatever you can afford. We will gratefully accept any donation you can make!

Western Colorado Community College will soon begin enrolling students in a new land surveying and geomatics program this fall. Students who complete the two-year associate's degree will have met the educational requirements to sit for state PLS and LSI exams, per the Colorado Revised Statutes (CRS 12-25-210) and AES Board rules (4.7). The certificate program is designed for people who have non-surveying college degrees but need the required 24 hours of surveying courses for the PLS exam. These degree requirements for taking the exams begin in 2020.
The Professional Land Surveyors of Colorado (PLSC) donated $100,000 to help start the program at Western Colorado Community College in Grand Junction, a division of Colorado Mesa University. The NSPS Director (JB Guyton) for Colorado recently appeared before the state board to obtain their unanimous approval of the program as a needed step for licensure for its graduates. Members of the PLSC have been working hard to start a new degree program in Colorado, as the last one closed several years ago.
CMU President Tim Foster said the university was approached by the PLSC about the need for a surveying degree program. "It's important for WCCC to stay relevant and fill those employment opportunities, and to create pathways and programs that lead people to good jobs," Foster said.

The Office of the Chief Counsel for Advocacy of the Small Business Administration will seek to have survey crews removed from the controversial Davis-Bacon Act as a result of input from surveyors. The office is holding a series of roundtable sessions across the country to hear from small business about harmful and burdensome government regulations. At a recent session in Cincinnati, Ohio, Stephen L. Cahill, PLS and Jeff Lovin, CP, PS, were among those who spoke on the Labor Department's March 2013 AAM 212. Sessions have been held in Louisiana, Idaho, Kentucky and Ohio, with upcoming events in Missouri and Kansas.

The Hydrographic Services Review Panel (HSRP) a Federal advisory committee that provides NOAA with independent advice on improving the quality, efficiency, and usefulness of NOAA's navigation-related products, data, and services will meet September 11-13, 2017 in Portsmouth, New Hampshire and via Webinar to discuss research, development, technology, unmanned and autonomous systems for hydrographic surveying, charting, and navigation. The meeting is open to the public.

The National Geospatial Advisory Committee (NGAC) will meet next week at the National Conservation Training Center (NCTC) near Shepherdstown, WV. NGAC provides advice and recommendations related to management of Federal and national geospatial programs, the development of the NSDI, and the implementation of Office of Management and Budget Circular A–16 and Executive Order 12906. The NGAC will review and comment upon geospatial policy and management issues. The agenda includes the FGDC Update, NSDI Strategic Plan Framework, 2017 NGAC Guidance, Landsat Advisory Group, and key geospatial data initiatives, including the 3D Elevation Program, the National Address Database, and Imagery.

Last week, Darrell Fuller, the lobbyist for the Professional Land Surveyors of Oregon (PLSO), attended an event on behalf of the NSPS Political Action Committee (NSPS PAC) benefiting Rep. Greg Walden (R-OR), the Chairman of the House Committee on Energy and Commerce. The event also featured Speaker of the U.S. House of Representatives Paul Ryan (R-WI). Mr. Fuller discussed LIDAR, the USGS 3D Elevation Program (3DEP) and infrastructure with Speaker Ryan. When discussing flood insurance, the Speaker told Fuller "we need to invest in the future in infrastructure."

A project is underway to develop the first electric self-piloted vertical takeoff and landing passenger aircraft with the help of LiDAR technology. Airbus' Silicon Valley outpost, A3, is using Near Earth Autonomy landing zone assessment technology for the venture, named Vahana.
