Last week the news was full of stories about the tremendous flooding in Louisiana. The torrential rains were not associated with a hurricane as might be the case normally, but was just one of those weather events that occur!
Many surveyors were the victims of this flooding! I am proud to report that the NSPS Foundation, Inc., (Your Foundation), has already approved and sent checks to (3) three surveyors who applied for relief!

As reported in last week's News and Views, Federal Prison Industries (FPI), a government corporation employing inmates in Federal prisons, was cited in a report by the Justice Department’s Office of the Inspector General for manufacturing defective helmets used by the U.S. military. Recent media coverage of this subject included reports by NBC, the Daily Caller, and the Free Beacon.

The Federal Aviation Administration’s (FAA) new comprehensive regulations, previously announced in June, went into effect earlier this week (August 29), providing for commercial, non-recreational use of small unmanned aircraft systems (sUAS). The provisions of the new rule – formally known as Part 107 – are designed to minimize risks to other aircraft and people and property on the ground. A summary is available here. The FAA has put several processes in place to help commercial operators take advantage of the rule.

A study by Zillow, the web-based real estate data firm, makes a projection that as many as 2 million U.S. houses in coastal states could be lost by the year 2100 as a result of rising sea levels. The report has been featured in numerous news media, including Bloomberg and the Washington Post. NSPS supports the Digital Coast Act (S. 2325, introduced in the Senate by Senator Tammy Baldwin (D-WI) and Senator Lisa Murkowski (R-AK), and H.R. 4738, by Representative “Dutch” Ruppersberger (D-MD) and Representative Don Young (R-AK)) to authorize a full "Digital Coast" program in the National Oceanic and Atmospheric Administration (NOAA).

I encourage to approach either your local/state chapters/societies and ask about any possible funding to assist you in coming down to Arizona. It may help, if these agencies seem a bit hesitant, to possibly offer something in return to show them what you received from the experience. An example could be a report summary of events to publish to your state periodicals or websites. Everyone wins! You get an excellent trip, a great experience, and your name published with all the great survey-authors.

Point of Beginning
Transportation Secretary Anthony Foxx and Federal Aviation Administration Administrator Michael Huerta have announced the implementation of the first operational rules for routine commercial use of small unmanned aircraft systems. The regulations on June 21 are effective as of Aug. 29.
"People are captivated by the limitless possibilities unmanned aircraft offer, and they are already creating business opportunities in this exciting new field," Foxx says.

Inside GNSS
More than 300 engineers, technicians, and support personnel have been working on the GPS III program, including successfully completing space vehicle 01 testing, at Lockheed Martin's processing facility near Denver.
The Air Force recently exercised contract options for Lockheed Martin to complete development of eight GPS III space vehicles. The eight vehicles are in various stages of assembly, integration and testing, according to the prime contractor for the next-generation spacecraft.

Esri's multiscale web map applications allow users to view forecast water flows in real time at high resolution. The maps weave NOAA's recently released National Water Model data and Esri's ArcGIS functionality to provide interactive views of current and future water system behaviors.

The American Surveyor
The term "pop-up" has several meanings, but is not widely known outside of urban areas. As I'll use it today, it will not be the compact expandable camper. It also will not refer to adding a story to crown a row house (currently the source of a great zoning battle in Washington, D.C. where living space is at a premium). Instead, it will be as popularly used in the land use world to mean a temporary use in a space, possibly consistent with zoning but possibly not.
