NOAA's HSRP Meeting Set
NSPS
The Hydrographic Services Review Panel (HSRP), a Federal Advisory Committee to the National Oceanic and Atmospheric Administration (NOAA), will hold a virtual public meeting on September 23, from 1:00 to 5:30pm EDT and September 24, 2020 from 1:00 to 5:00 pm EDT, to focus on NOAA’s navigation services, address implementation plans for two ocean and coastal mapping strategies, and other HSRP topics. The HSRP provides NOAA with independent advice on improving the quality, efficiency, and usefulness of NOAA’s navigation-related products, data, and services. The HSRP advises the NOAA Administrator on the agency’s navigation (i.e. nautical charts and ENCs), physical oceanographic (i.e. tides & water levels), geospatial, positioning, and shoreline programs, products, and services. FCC Broadband Data Map Rules Go into Effect Sept. 17
NSPS
New rules of the Federal Communications Commission (FCC) for establishing a new broadband data collection protocol will go into effect September 17. The comment dates have also been set for proposals on how the FCC can provide consumers, governmental entities and others the ability to verify and/or challenge the new maps. The latter are September 8 for comments and September 17 for replies. The FCC has been under pressure to get better data on where broadband is and isn't given that it hands out billions of dollars in broadband deployment subsidies based on that information and that universal broadband is even more important during a pandemic when much of commerce and life is online.

PLANT Act Reintroduced in U.S. House
NSPS
H.R. 7540, the bipartisan “Protecting Lands Against Narcotics Trafficking (PLANT) Act” has been re-introduced by Rep. LaMalfa (R-CA) and others. The bill would impose enhanced penalties for conduct relating to unlawful production of a controlled substance on Federal property or while intentionally trespassing on the property of another that causes environmental damage. Section 3 of the bill would coordinate activities among States, political subdivisions of States, and Federal agencies, contracting to use commercially available aerial imagery, remote sensing, and geospatial data acquisition services using manned aircraft operations, unmanned aircraft systems, satellites, and other technologies to observe, monitor, and identify illegal marijuana cultivation.
