The Coalition of Geospatial Organizations met in San Diego at the annual Esri User Conference on July 11, 2017. The Coalition member organizations spent several hours discussing the concerns that have been expressed by some organizations in the geospatial community regarding the Geospatial Data Act, S.1253. The Coalition agreed on a process to address those concerns.

NSPS Treasurer Timothy Burch spoke last week before listening session, "Conversations in the Field," at the Farm Progress Show in Decatur, Illinois promoting the importance of enhanced elevation data and the USGS 3D Elevation Program (3DEP), for farming applications such as precision agriculture and forestry, supported by NSPS. The event was hosted by the House Agriculture Committee. To watch Tim's remarks, scroll to 2:07 of this streaming video. Members of Congress attending were Committee Chairman Mike Conaway (R-TX), Ranking Member Colin Peterson (D-MN), and members of the Illinois Congressional Delegation: Darin LaHood (R), Cheri Bustos (D), Mike Bost (R), and Rodney Davis (R).

The U.S. House of Representatives this week will consider the "Safely Ensuring Lives Future (SELF) Deployment and Research In Vehicle Evolution (DRIVE) Act," H.R. 3388. The legislation, sponsored by Bob Latta (R-OH), would clarify the federal role in regulating vehicles that can drive without a person controlling the vehicle, defined in the bill as Highly Automated Vehicles (HAVs). The bill would require the National Highway Traffic Safety Administration (NHSTA) to complete several rulemakings, establish an advisory council on HAVs, and create a publicly available database about manufacturers that receive exemptions from current law. The bill would require vehicle manufacturers to comply with cybersecurity plans and would make manufacturers that fail to comply subject to civil penalties.

The Congressional Budget Office (CBO) reported that premiums collected by the National Flood Insurance Program (NFIP) for policies in effect in August 2016 fell short of the program's expected costs by $1.4 billion, mainly because of shortfalls in coastal counties. CBO said "Congress could improve FEMA's ability to accurately assess and map the nation’s flood risks by increasing funding for the flood-mapping program" and that "If improved maps make it easier for FEMA to track differences in topography and other local conditions that affect risk, FEMA might be able use finer rate classifications, thereby reducing unintentional cross subsidies among properties that currently are charged the same rate." NSPS supports NFIP mapping reform.

Federal watchdogs examining automakers' privacy practices are urging a key regulatory agency to step up and clarify its role in protecting the location and other personal information of those operating connected vehicles. The report, posted Aug. 28, was just one of a number of location-privacy developments including advances in pro-privacy laws in some states and a pullback by Uber on its tracking of its customers.

In his keynote address at the AUVSI Xponential trade show this May, Brian Krzanich, CEO of Intel, said: "Data is the new oil." A single autonomous car can generate the same amount of data as 3000 people surfing the Internet, while a small drone fleet could easily collect 150 terabytes of data per day.

Augmented reality and virtual reality are trendy topics as of late. Harvard Innovation Lab deems them "the next frontier for technological innovation." In a 2016 report, Goldman Sachs suggested AR and VR "have the potential to become the next big computing platform," comparing the technologies to the rise of the PC and smartphone.
