NSPS Foundation Corner
In a few days, you will be seeing scenes of utter devastation on your TV screens. North and South Carolina appear to be most at risk. Category 4 Florence with sustained winds of 130 MPH, a predicted 15' storm surge, and 40" rains will be a major disaster!
Your Foundation helped your fellow professionals in Florida, Texas, California and Puerto Rico recover from devastating storms and fires last year. As a result, The Disaster Relief Funds resources are severely depleted!
Your fellow Surveyors will need your help as soon as the next few days! The first few weeks after a major hurricane require immediate help for the victims; housing, clothing and food being the most prevalent needs. Many of our fellow Surveyors' businesses will be gone, and their employees without a job. What would you do in that situation? Who could you ask for help?
Your Foundation wants to be there for them, but we need your donations to do so! We need your help now!

NSPS is engaged in detailed negotiations with Congress to reach final agreement on the Geospatial Data Act (H.R. 3522, H.R. 4395, S. 1253, S. 2128) in an effort to pass the bill before this session ends later this year. Among the issues on which NSPS is seeking an accord is the role for surveyors and preservation of existing law, such as those providing for state licensing, so that the Federal government does not pre-empt existing best practices.

A recent Congressional Research Service (CRS) report found that carbon capture and sequestration (or storage) is a process that involves capturing man-made carbon dioxide (CO2) at its source and storing it permanently underground. Pipelines are the most common method for transporting CO2 in the United States. Currently, approximately 4,500 miles of pipelines transport CO2 in the United States, predominately to oil fields, where it is used for Enhanced Oil Recovery (EOR). Transporting CO2 in pipelines is similar to transporting fuels such as natural gas and oil; it requires attention to design, monitoring for leaks, and protection against overpressure, especially in populated areas. However, the transport and capture steps still face challenges, including economic and regulatory issues, rights-of-way, and questions regarding the permanence of CO2 sequestration in deep geological reservoirs, as well as ownership and liability for the stored CO2, among others.

Rep. Dana Rohrabacher (R-CA) recently introduced H.R. 6650, the National Earthquake Hazards Reduction Program Reauthorization Act of 2018. As introduced, the United States Geological Survey would submit to Congress a 5-year management plan for the continued operation of the Advanced National Seismic System which shall include a plan to encourage and support the integration of geospatial data products into earthquake monitoring in regions experiencing large earthquakes. H.R. 6650 is a companion bill to S.1768 introduced by Senator Dianne Feinstein (D-CA).

Researchers have announced the release of a new high resolution terrain map of the southernmost continent, called the Reference Elevation Model of Antarctica, or REMA, which they say makes Antarctica the best mapped continent on Earth.
Antarctica is the most desolate and inhospitable place on Earth, and its remoteness makes monitoring changes in the fluctuations of ice and water levels difficult.

A New Mexico startup called Descartes Labs will receive up to $7.2 million from the Defense Advanced Research Projects Agency to help bring geospatial data from satellites to the cloud.
Images of Earth, ranging from traditional optical photos to heat imagery and cloud-penetrating radar snapshots, are increasingly widely available from a variety of satellite sources. They can be used for everything from analyzing global changes in the oil market to predicting where food shortages might pop up around the world.

Aevum Ravn, an Alabama-based aerospace company, plans to offer small-space payload launches as fast as every 180 minutes using an unmanned aircraft system called Ravn. Unlike existing launch vehicles, Aevum's Ravn system is designed to operate like a commercial aircraft, reducing the turnaround time from landing to the next takeoff to anywhere between 30 and 80 minutes.

GPS World
Once the next-generation GPS III satellites begin launching in December, a series of updates to the current ground control system from Lockheed Martin will help the U.S. Air Force gain early command and control of the new satellites for testing and operations.
In 2016 and 2017, the Air Force placed Lockheed Martin under two contracts, called GPS III Contingency Operations and M-code Early Use.
