The Missouri Society of Professional Surveyors has planned two special events to celebrate this bicentenary. The initial event (second weekend in October) will be a program highlighting the history of this system. The signature event will occur the following weekend, with the dedication of a memorial to Mr. Brown in Bellefontaine Cemetery in St. Louis.

Question: I've read through the current ALTA standards one more time today to convince myself of a position I must take on an ALTA Survey I'm trying to complete. The attorney wants me to review EVERY document recorded regarding a forty year old, prime forty acre apartment complex in Lake County. The attorneys want me to tell them which documents impact the site; I'm assuming the boundary location.

The Senate Committee on Commerce, Science and Transportation held a hearing last week in Billings, Montana on pipeline safety and reauthorization of the Pipeline and Hazardous Materials Safety Administration (PHMSA) in the U.S. Department of Transportation. NSPS submitted a statement for the record, stating its deep concern "about the lack of location data on pipelines, as well as other underground infrastructure and utilities" while also urging Congress to "enact safe corridor utility distribution legislation whereby the expertise found in the professional surveying and mapping community is robustly engaged to enhance pipeline and underground utility safety." The oversight hearing was requested by Senator Daines of Montana. Senators Fischer of Nebraska and Tester of Montana also attended. Legislation impacting underground utilities including oil pipelines, PHMSA Reauthorization and other pipeline safety bills, is expected later this month. NSPS members educated Congress on the issue when visiting Capitol Hill during the National Surveying, Mapping and Geospatial Conference in April.

As Congress struggles to develop a new or extended highway bill, a Congressional Research Service (CRS) report found that while the reauthorization of the Moving Ahead for Progress in the 21st Century Act (MAP-21; P.L. 112-141) is still underway and the funding is the dominant issue for Congress to debate, there are several other issues likely to arise in the process. One such issue is whether the greater state control over highway spending decisions enacted in MAP-21 has led to sufficient attention to repairing or replacing deficient bridges. Although the number of deficient bridges has been gradually declining since the first federal bridge program was established in 1970, as of 2014 there were still 61,000 structurally deficient bridges in the United States.

Representative Trent Kelly (R-MS), representing Mississippi's 1st Congressional District, recently met with NSPS lobbyist John "JB" Byrd. On June 2, Rep. Kelly won a run-off special election held to fill the seat left vacant t following the February 2015 death of Congressman Alan Nunnelee. Rep. Kelly's committee assignments include Agriculture and Small Business. On the Small Business Committee, his subcommittee assignments include Contracting and Workforce with oversight of small business contracting policies and regulations. Before running for Congress, Rep. Kelly was a prosecutor, district attorney in local government, as well as an engineer, and now Colonel, in the Mississippi Army National Guard.

NSPS members are invited to a reception, ceremony, and unveiling of the restored Bird Transit famously used by Charles Mason and Jeremiah Dixon in their iconic survey of the Delaware, Maryland, and Pennsylvania border. The event will be on Thursday, October 8, 2015 from 5:00 to 7:00 PM at the Maryland Historical Society, 201 W. Monument Street, Baltimore, MD 21201. To be held during the joint conference of the Maryland Society of Surveyors and Maryland Society of Professional Engineers, admission for MSS/MSPE members is $75 and $100 for the general public. California Gov. Jerry Brown has vetoed a bill that would have imposed state restrictions on the use of unmanned aircraft systems (UAS), citing legal problems and conflicts with Federal law. Surveying and mapping are often cited as among the leading applications for commercial UAS technology and while legislation has been enacted in some states, a few have exempted geospatial activities from such restrictions. The NSPS government affairs program closely monitors state legislation affecting UAS and will assist any state surveyors society with information and strategies to protect the market for surveying and mapping professionals. On Sept. 17, officials with NASA and the U.S. Agency For International Development showcased the ways space science connects to developing countries as well. The two organizations hosted a panel discussion in Washington, D.C. called "Connecting Space to Village: Observing Earth from Space and How This Supports USAID Development Goals."

The Air Force may dial back plans to accelerate its military receiver program, possibly reversing an earlier decision to combine development and production steps as a way to meet a congressional procurement deadline. The Military GPS User Equipment program is developing next-generation GPS receiver cards that can be swapped out, one-for-one, for the current receivers in a wide variety of existing military equipment.

The year 2014 ranks as Earth's warmest since 1880, according to two separate analyses by NASA and National Oceanic and Atmospheric Administration scientists. The 10 warmest years in the instrumental record, with the exception of 1998, have now occurred since 2000. This trend continues a long-term warming of the planet, according to an analysis of surface temperature measurements by scientists at NASA's Goddard Institute of Space Studies in New York.
