Your Foundation has continued to quickly review and authorize Grants to Surveyors in the states and territories affected by those storms named above. It takes us about a day and a half to get a check on the way to a fellow professional who desperately needs it!
I want to say to all of the individuals, corporations, local chapters, and state societies that have donated to the fund so far, "You have been generous, and Your Foundation thanks all of you!"
Every donation is important, regardless of the amount. What is important is that donations are made to help our fellow Surveyors and their respective staff. Andy Sturgeon, the Foundation Vice Chairman, said to me the other day. What if every member of NSPS sent in just $10.00? Think about that, just ten bucks (the equivalent of a couple of beers or coffee)! That would be about $170,000! That, along with the donations from Affiliates and large companies, would just about enable "Your Foundation" to meet the grant requests I believe we are going to be asked to meet.
I am asking all the remaining State Affiliates to step up and help the people we all represent! Your Foundation needs donations! We need money to replenish our Disaster Relief Fund! Please be as generous as possible with your donations. I don't like asking for money, but I must! Please send whatever you can afford. We will gratefully accept any donation you can make!

When sending donations to Headquarters, please mark Disaster Relief on your checks, and remember your donations are tax deductible to the NSPS Foundation, a 501 (c) 3 organization.

NGS
NGS is conducting a fast-paced project to replace historic Continuously Operating Reference Stations (CORS) equipment along the Great Lakes. The stations were originally installed in the early to mid-2000s at CO-OPS' water level gauge stations to support monitoring the International Great Lakes Datum (IGLD). To meet future requirements, modern Global Navigation Satellite System (GNSS) receivers equipped with improved communication devices are being deployed using end-of-FY17 NOS stimulus funds.
The stations being updated are located along the Great Lakes:
- Northwest of Lake Superior (Grand Marais, MN),
- South of Lake Michigan (Calumet Harbor, IL),
- South and East of Lake Erie (Marblehead and Cleveland, OH, and Buffalo, NY),
- South of Lake Ontario (Oswego, NY).
The project entails a 2,600-mile round trip. The project will replace equipment in the field and restore the data stream to the CORS archive.
NGS manages a network of Continuously Operating Reference Stations (CORS) that provide Global Navigation Satellite System (GNSS) data consisting of carrier phase and code range measurements in support of three dimensional positioning, meteorology, space weather, and geophysical applications throughout the United States, its territories, and a few foreign countries. Surveyors, GIS users, engineers, scientists, and the public at large that collect GPS data can use CORS data to improve the precision of their positions.

A recent Congressional Budget Office (CBO) presentation found that the effect of federal infrastructure spending on private-sector productivity depends in part on the response of state and local governments and in part on how long the investment takes to become productive. Greater emphasis on particular contributions of infrastructure to productivity or different ways of allocating funds could make federal infrastructure spending more productive. The response of state and local governments. Acknowledging great uncertainty, CBO estimates that one-third of the change in the typical dollar of federal investment is offset by changes in investment by state and local governments.

A standing room only audience of Congressional staff and stakeholders gathered in the U.S. Capitol last week for a briefing on the benefits of the NOAA Digital Coast project. NSPS Government Affairs Consultant John Palatiello and Federal Lobbyist John "JB" Byrd were among those who attended the session that featured the project's applications to coastal resilience and economic development, as well as to disaster preparedness, such as the recent hurricanes. Disaster response is a major application of the data from Digital Coast, assisting with preparedness and recovery efforts. The briefing was co-hosted by Reps. Dutch Ruppersberger (D-MD) and Don Young (R-AK). The Congressmen will soon introduce the Digital Coast Act of 2017, a bill to fully authorize Digital Coast as a program. S. 110, the Senate version, has already unanimously passed the U.S. Senate.

JB, pictured with the House Republican Whip, Rep. Kevin McCarthy (R-CA), led the lobbyists to victory with a tenacious man-to-man defense in the game played at George Washington University in Washington, DC.

In view of recent weather-related events, we'll take a quick detour from our series on AR (augmented reality) to cover RR (real reality): the catastrophic 2017 hurricane and wildfire season. The Caribbean islands, Florida, Louisiana and Texas are reeling from the effects of hurricanes Harvey and Irma. As of this writing, Jose is only brushing past the Northeast U.S. with (hopefully) only minor effects, and Maria is stomping Puerto Rico and the Virgin Islands with the question of landfall on the continental U.S. unanswered.

The battle lines over restructuring the management of military space were drawn sharply Sept. 18 when the Senate passed its version of the National Defense Authorization Act for Fiscal Year 2018.
In the House version of the bill, which was sent to the Senate in July, lawmakers ordered the Air Force to create the Space Corps, a new organization that would report directly to the Secretary of Defense.
