Presenter: Dr. Michael Dennis, National Geodetic Survey
The National Spatial Reference System (NSRS) will change in 2022, including the State Plane Coordinate System (SPCS), and you can be a part of that change. This presentation provides guidance on making requests to NGS for design of SPCS2022 zones in a state, how a state can propose and submit its own designs, and the special case of zones in more than one state.
Webinar topics include:
- Who can submit requests and proposals
- How to complete the forms
- When it all must be done
- Requirements for zone designs (the “rules”)
The reasons for the rules will also be discussed, to show how they promote good design practice and provide consistency for a nationwide system intended for the future—but one that is also more complex than its predecessors.

Through a 2019 Memorandum of Understanding (MOU) with the NSPS Certified Survey Technician Board, the Engineering-Construction Careers Academy in San Antonio, TX began to offer the CST, Level I examination to its students. Jonas Marcelle (Senior), pictured with instrument, and Andrew DeLeon (Senior) and Ryan McLaughlin (Junior), second picture, recently earned their Certified Surveying Technician I certification (by exam) sponsored by the National Society of Professional Surveyors. The pair were on the 2nd place SkillsUSA team recently in Corpus Christi as well! This certification means that they are proficient in basic land surveying techniques and are eligible for higher wages as a result. Congratulations!

NSPS
The 2020 NSPS Student Competition will be held in conjunction with the Spring meetings of the National Society of Professional Surveyors. The competition will include field exercises to be conducted at the National Geodetic Survey Testing and Training Center at 15351 Office Dr., Woodford, VA 22580, (Near Fredericksburg, VA).
The Competition will begin with a briefing/networking event on Tuesday, March 31st and run all day on Wednesday April 1st. It will also include a presentation by NGS staff on the morning of April 2nd. This will be done at Fredericksburg Hospitality House Hotel and Conference Center, 2801Plank Road, Fredericksburg, VA 22401. The Young Surveyor’s Network will be planning activities for the students for the afternoon of Thursday April 2nd. The Awards ceremony will be held on the evening of Thursday April 2nd at the Hilton Arlington, 950 N Stafford St, Arlington, VA during the NSPS Spring business meetings.

As a participant in the Infrastructure Working Group (IWG), an organization involving over 150 trade associations and professional societies, NSPS was listed in a letter sent to the leadership of the U.S. Senate urging prompt action on a surface transportation or highway bill. The request by the IWG reads: "As a participant of the Infrastructure Working Group, we urge bipartisan action to address our nation’s long-standing infrastructure deficit. As this challenge persists and worsens, we encourage you to move a long-term, robustly funded surface transportation reauthorization ahead of the September 30, 2020 deadline in order to avoid costly delays that slow construction schedules and make important projects more costly and more difficult to complete. Substantial and long-term investments in all kinds of infrastructure are needed to expand our economy, grow jobs and compete globally. We appreciate strong bipartisan support for various infrastructure initiatives over the years and hope momentum recently initiated by the Senate Environment and Public Works Committee can lead to a successful, bipartisan surface transportation reauthorization."

NSPS Political Action Committee (PAC) Chairman Jon Warren provided an update to the NSPS Board last month during the Fall Business Meeting in Orlando, Florida. Warren highlighted the importance of opening doors in Congress and the related legislative progress that NSPS has underway in Congress, promoting the Jefferson Club and the "Drive for 75" campaign to help increase the size of the NSPS PAC to achieve its goal of raising $75,000 in individual contributions for the 2019-2020 campaign cycle. U.S. Department of Agriculture (USDA) announced this week it is investing $152 million in 20 projects to provide or improve rural broadband service in 14 states. USDA is making the investments through the Community Connect Grant Program, the Telecommunications Infrastructure Loan Program, and the Rural Broadband Access Loan and Loan Guarantee Program. Investing in telecommunications infrastructure connects people to each other: businesses to customers, farmers to markets, and students to a world of knowledge. The projects USDA is investing in today will help improve the quality of life in rural communities in Illinois, Indiana, Kentucky, Minnesota, Missouri, North Carolina, North Dakota, Oklahoma, Pennsylvania, Tennessee, Texas, Virginia, West Virginia and Wisconsin. USDA Rural Development provides loans and grants to help expand economic opportunities and create jobs in rural areas, and creates a demand for surveying and mapping services. This assistance supports infrastructure improvements; business development; housing; community services such as schools, public safety and health care; and high-speed internet access in rural areas. In August, the United States Department of Defense publicly released a version of its "Strategy for the Department of Defense Positioning, Navigation, and Timing (PNT) Enterprise" with the tagline "Ensuring a U.S. Military PNT Advantage."

Sometimes a project comes along that changes everything. For the Tarrant Regional Water District in Fort Worth, Texas, that project was the Integrated Pipeline Project, the largest water transmission system of its kind in the state.
Built in partnership with the City of Dallas Water Utilities, the IPL will consist of 150 miles of pipeline, three new lake pump stations and three new booster pump stations built to deliver a required capacity of 350 million gallons per day of raw water to North Central Texas.
