To add insult to injury, it's not bad enough that the recovery from Hurricane Florence is just beginning; now Hurricane Michael, a Category 4 hurricane with 145 MPH sustained winds, is slamming Florida. It will also hit Georgia and dump more torrential rain on the Carolinas! The news media has lost interest in Florence as Michael has taken over the headlines; however, the survivors of both storms are just starting to realize what lies ahead!
Because of the current Hurricanes and Wildfires last fall, the Disaster Relief Funds resources are severely depleted! Your fellow surveyors who are victims of the recent Southeast storms and the Western Wildfires need your help now! The grant requests will start coming in just as they did last year! What do you want "Your Foundation" to tell those victims?
The Foundation wants to be there for them, but we need your donations to do it! We need your help now!
NSPS Directors: Please go to your affiliate and ask for a donation. State Affiliates, please stand up and do what you can! Thanks to the New Jersey Society for its recent generous donation of $5,000.00.
I know that not all of us can't donate that amount, but please give what you can. If we all did that, the Disaster Relief Fund would be able to assist the current victims, and prepare for the next disaster.

An excerpt from a recent article in the Albuquerque Journal states that, "Professionals in certain occupations could practice without a state license if they have consumer consent, under an executive order signed by Governor Susana Martinez ... " The Governor's Executive Order states that "boards" and "commissions" affected include the State Board of Licensure for Engineers and Professional Surveyors.

On October 3, the Senate Commerce Committee held a hearing on positive train control (PTC). Witnesses from Amtrak, the Federal Railroad Administration (FRA), Government Accountability Office (GAO) and New Jersey Transit testified. Members urged witnesses to have PTC operational on their lines by the December 31, 2018 deadline. Questions focused on challenges with efforts to implement PTC and when witnesses expected PTC to be fully implemented. Click here to view the archived webcast of the hearing.

The Preamble of the CST Program Board Policies states, in part, "Technicians fill positions which require specialized knowledge and skill in one or more of the broad fields of surveying and mapping." Shouldn't that knowledge be quantified through certification?

On Wednesday, October 10, the U.S. Senate approved House amendments to accompany S.3021, the American Water Infrastructure Act (formerly know as the Water Resources Development Act or WRDA), clearing the measure for President Trump's signature. AWIA, which funds projects by the U.S. Army Corps of Engineers, Bureau of Reclamation and other agencies), together with the Federal Aviation Authorization (FAA), and the FY 18 Omnibus Appropriations constitute the infrastructure program President Trump promoted in the 2016 campaign, along with a Highway bill that will be reauthorized in the next Congress, when the current law expires in 2020.

One of the industries we don't often associate with disruptive technology is cartography. Mentioning the term cartographer conjures up images of Ptolemy and Eratosthenes creating some of the earliest visualizations of geography. Just because we've come a long way since the days of Ptolemy's Geographia in 150 AD doesn't mean that we're done improving the way we understand and collect data in the world.

Are we there? In a multi-GNSS world, that is. We've asked that question from time to time in this column over the years. So, are we there yet? That depends. One definition of "multi" is more than one. In this sense, we were in a multi-GNSS world as long ago as 1996. In that year, we had two fully populated constellations of satellites: GPS and GLONASS. Unfortunately, the full GLONASS constellation was short-lived.
