The NSPS Board of Directors meeting will begin at 1 PM EDT on Friday, October 30, then be suspended at 2 PM EDT for the General Membership Meeting after which the Board of Directors meeting will reconvene. We want to hear from you about your experiences and thoughts on how we can make this wonderful tent that we call surveying bigger and more diverse. With that goal in mind, we ask that you take some time to complete a poll (please click here) that is intended to help us better understand where NSPS is today, and help in charting our course into the future.
2020 has been an interesting year to say the least. As we went from booming economy to pandemic uncertainty, we also entered a time where society questioned ideas of inclusion and diversity.
In June, NSPS formed our ad-hoc committee to discuss diversity within the surveying profession, and to explore ways that we can attract more people from diverse backgrounds into it. We began with several interviews on the NSPS podcast “Surveyor Says” where Surveyors from diverse backgrounds discuss their pathway to surveying, the challenges they faced, and barriers they broke. Episodes 20, 40, 41, and 47 in the Future Focus series are of particular interest. Click here to listen.
Our mission is to increase diversity as a way to promote and expand the surveying profession. We believe in our hearts that we have far more in common than not. We also understand this is a difficult and often uncomfortable conversation. By leveraging all our different points of view and perspectives we can build a stronger, more inclusive profession and hopefully open avenues to new groups and organizations that we can incorporate into our workforce development efforts.

Congressional Pushback to Ligado in the 2021 NDAA Summarized
NSPS
A Congressional Research Service (CRS) report found that both the House and the Senate have proposed Ligado- or GPS interference-related legislation in their respective versions of the FY2021 National Defense Authorization Act. First, Section 1601 of the Senate version would require DOD to develop a plan for a resilient and survivable positioning, navigation, and timing capability. This provision would allow DOD to reprogram resources as needed to develop this plan. Section 234 of the Senate bill would require an independent assessment from the National Academy of Sciences to evaluate the potential impacts of the proposed Ligado network on GPS. In addition, Section 1083 would prevent the DOD from entering into a contract with a corporation that would potentially interfere with GPS signals, and would require a cost estimate to “the extent of covered costs and the range of eligible reimbursable costs associated with interference resulting from such order and authorization to the Global Positioning System.” Section 1609 of the House version of the bill has similar language to the Senate’s, prohibiting funds to comply with the FCC order on Ligado; however, the House would not direct an independent assessment of the Ligado proposal. Section 1608 of the House bill additionally prohibits funding for contracts with entities “that [engage] in commercial terrestrial operations using the 1525–1559 megahertz band or the 1626.5–1660.5 megahertz band unless the Secretary has certified to the congressional defense committees that such operations do not cause harmful interference to a Global Positioning System device of the Department of Defense.”

NOAA Releases Deepwater Mapping Manual

The NOAA Office of Ocean Exploration has released the NOAA OER Deepwater Exploration Mapping Procedures Manual to describe the office’s approach to deepwater ocean exploration acoustic mapping. OER is sharing this manual as a contribution to broader cross-agency efforts to develop standard ocean mapping protocols and to serve as a guide for other interested public and private entities conducting deepwater mapping and exploration. With less than 20% of our world ocean’s seafloor mapped to modern standards, seafloor mapping is a national and international priority. As emphasized by the U.S. National Strategy for Mapping, Exploring, and Characterizing the United States Exclusive Economic Zone and Seabed 2030, the monumental task of mapping the seafloor requires a collective, coordinated, and collaborative approach. For more than 10 years, OER has been conducting exploratory mapping operations throughout U.S. waters and in other parts of the world’s ocean aboard NOAA Ship Okeanos Explorer. Based on this experience, OER produced this first-of-its-kind manual for ship-based exploratory ocean mapping operations deeper than 200 meters (656 feet). The manual details the principles of exploration mapping that underlie OER’s mapping operations and describes methodologies for data acquisition, processing, reporting and archiving. It will be reviewed annually and updated as needed based on changes in technology or methodologies. The new manual is another example of NOAA’s increased efforts that advance ocean science and new technology, help fully map the nation’s Exclusive Economic Zone and strengthen the American Blue Economy, which includes sustainable seafood production, tourism and recreation, ocean exploration, marine transportation and coastal resilience. The manual will support the recent Presidential Memorandum on Ocean Mapping in the U.S. Exclusive Economic Zone and Shoreline and Near Shore of Alaska and the goals announced at the November 2019 White House Summit on Partnerships in Ocean Science and Technology.

Interior Department's Compliance with GDA Analyzed

A requirement of the Geospatial Data Act (GDA) of 2018 was for the respective Inspector General (IG) for each department to review the agency's compliance with GDA implementation. The IG for the Department of the Interior found that DOI’s management of its geospatial data programs has largely complied with the Geospatial Data Act of 2018. For example, the DOI’s bureaus use geospatial data to make decisions and direct resources when responding to wildland fires and hurricanes, to track the habitat of endangered species, and to promote the health and welfare of tribal communities. The DOI is a major producer of geospatial data, leading more than half of the geospatial data themes for the Federal Government and spending over $100 million a year purchasing geospatial data and services from third-party contractors. The DOI also operates the GeoPlatform (geoplatform.gov)—a searchable clearinghouse of geospatial data available from Federal and non-Federal sources. The IG also found the DOI is working toward meeting 11 of the 13 Geospatial Data Act requirements we reviewed. For example, in 2016, the DOI assigned an executive to manage Departmentwide collection, acquisition, maintenance, and dissemination of its geospatial data, and is currently implementing a strategy for advancing geospatial data and related activities to support bureau missions. The IG also found evidence that the DOI readily shares geospatial data through the GeoPlatform with other Federal agencies and non-Federal users. Other agency IG reports have been published for DHS, DOJ, HUD, and Treasury.

Recently Extended NFIP Subject to Mapping Overview

Congress and the President recently worked together to extend the National Flood Insurance Program (NFIP) through September 30, 2021. A recent Congressional Research Service (CRS) report found the NFIP identifies and maps flood hazards, and disseminates flood-risk information through flood maps. Over 22,000 communities in 56 states and jurisdictions participate in the NFIP, with more than 5 million policies providing over $1.3 trillion in coverage. The program collects about $4 billion in annual premium revenue. The NFIP approaches the goal of reducing comprehensive flood risk primarily by requiring participating communities to collaborate with FEMA to develop and adopt flood maps called Flood Insurance Rate Maps (FIRMs). An area of specific focus of the FIRM is the Special Flood Hazard Area (SFHA). The SFHA is defined by FEMA as an area with a 1% or greater risk of flooding every year. FIRMs provide the basis for setting insurance rates, identifying properties whose owners are required to purchase flood insurance and establishing floodplain management standards that communities must adopt and enforce as part of their participation in the NFIP. There is no consistent, definitive timetable for revising and updating FIRMs for a particular community. Generally, flood maps may require updating after significant new building development in or near the flood zone, changes to flood-protection systems, or environmental changes in the community. Statutory guidelines set out the procedure for developing new FIRMs for a community. For example, FEMA is required to conduct extensive communication and outreach efforts with the community during the mapping process, which includes several review and comment periods of 30 to 90 days. Communities and individuals also have legal recourse to appeal during the FIRM updating process. After a map is finalized and adopted by a community, it can still be revised to correct for errors in map accuracy. To correct these inaccuracies, FEMA allows individuals and communities to request letters amending or revising the flood map.
