NSPS
The 2019 NSPS election will be conducted electronically as has been the case for several years. Members will note that due to a fairly recent bylaws change regarding terms of office, the 2019 election will be conducted only for the office of Vice President.

NSPS
UNAVCO is a non-profit university-governed consortium that supports geoscience research through the use of geodesy and geodetic tools. We are the National Science Foundation’s Geodetic Facility (networks of 1400+ GPS monuments, 90+ borehole geophysical sites, other instruments and full data services) and we work with NASA on their Global Geodetic Network, the International Terrestrial Reference Frame and space-based observations. We partner with USGS on earthquakes, mapping and other earth processes and with NOAA on the Continuously Operating Reference Stations (CORS) and related National Geodetic Survey initiatives. The majority of our real-time GPS data services are used by surveyors and we have shared interests with NSPS in maintaining a stable, clear and resilient GPS constellation, enhancing ground-based GPS/GNSS monuments, and advancing geodetic tools and data services.

UNAVCO is NSF's Geodetic Facility. We operate and maintain about 1400 permanent GNSS monuments for research and other purposes (plus we maintain other instruments and LiDAR and SAR data). Estimates are that our GNSS infrastructure represents about 25% of NOAA's CORS, 50% of the California Reference System and 80% of the Alaska Reference System.
NSPS
A recent Government Accountability Office (GAO) report found that U.S. Customs and Border Protection (CBP) facilitates trade and travel at the nation’s 167 land border crossings. CBP and the General Services Administration own or lease these facilities. Many were built over 70 years ago and struggle to keep up with the usage demanded of them. GAO also found that CBP doesn't have complete information on infrastructure conditions at these crossings. Developing and implementing a plan to ensure CBP executes its facility condition assessment program would enable CBP to collect more complete and current infrastructure information. In addition, while CBP and the General Services Administration (GSA) both assess facility conditions at 101 GSA-owned land border crossings, they do not consistently share or use each other's information.

A recent posting on Topcon’s “insights” web link https://www.topconpositioning.com/gb/insights/topcon-team-heads-survey-fest-2019 reads, in part, “To mark the launch of our partnership with Get Kids into Survey, some of the Topcon GB team spent the day at St Ambrose Barlow RC High School in Greater Manchester, where pupils were busy taking part in the first ever ‘SURVEY Fest’ – a one day event aimed at encouraging high school pupils to think about a career in surveying. The event, which was set up by Get Kids into Survey and Class of Your Own, brought together a host of industry experts to share expertise from the surveying field with eager 11 and 12-year-old pupils. Currently, there is little understanding of the surveying and engineering professions within schools and no clear pathway for young people wanting to get into the field. This, coupled with challenges in early education refining the skills needed for the industry, mean that there is now a serious skills shortage in construction across Europe. This is exactly why we partner with organisations like Get Kids into Survey.
Readers of NSPS News & Views are aware of the NSPS role as the “Americas” distributor of Get Kids Into Survey posters, and NSPS interactions with the Class of Your Own initiative. A recent Congressional Research Service (CRS) report found that Congress has broad authority to impose requirements upon the federal procurement process, that is, the process whereby agencies obtain goods and services from the private sector. One way in which Congress has exercised this authority is by adopting measures to promote contracting and subcontracting between “small businesses” and federal agencies. Small business contracting programs generally have strong bipartisan support. However, that does not mean that these programs face no opposition, or that issues have not been raised concerning the impact and operations of specific programs. For example, small business advocates note that implementing regulations in the Federal Acquisition Regulation (FAR) narrow the reach (and impact) of some small business contracting preferences by excluding specific types of contracts, such as those listed in the Federal Supply Schedules, from FAR requirements pertaining to small business contracting.

A recent Government Accountability Office (GAO) report found that the Army Corps of Engineers (USACE) undertakes water resources projects to reduce the risk of damage from coastal storms, among other things. The Corps first conducts a feasibility study to determine costs, benefits, and whether the project is in the federal interest. Such studies can take years. To accelerate feasibility studies, Congress and the Corps introduced reforms. GAO concluded that the Corps has not fully implemented recent reforms, evaluated the impact of its reforms, or maintained complete data on its feasibility studies.
