The US Department of Transportation (US DoT) recently released version 3.0 of its automated vehicle guidance (AV 3.0). The DoT sees AV 3.0 as the beginning of a national discussion about the future of our on-road surface transportation system. The U.S. DOT is seeking public comments on the document, Preparing for the Future of Transportation: Automated Vehicles 3.0. This document will necessarily evolve over time, changing as public comments (due December 7) are received based the experience of the Department, manufacturers, suppliers, consumers, and others, and further technological innovation.
NSPS
The National Telecommunications and Information Administration (NTIA), an agency of the U.S. Department of Commerce, is requesting comments on ways to advance consumer privacy while protecting prosperity and innovation. NTIA is seeking public comments on a proposed approach to this task that lays out a set of user-centric privacy outcomes that underpin the protections that should be produced by any federal actions on consumer-privacy policy, and a set of high-level goals that describe the outlines of the ecosystem that should be created to provide those protections. NTIA has extended the deadline for comments to November 9. Several years ago, NSPS was a key stakeholder on NTIA's effort to balance consumer privacy as commercial use of unmanned aircraft systems (UAS) domestically began and adopted a guideline on citizen privacy and geospatial data.

The Congressional Budget Office (CBO) just published a report which found that in 2017, spending by federal, state, and local governments for transportation and water infrastructure totaled $441 billion. This 26 page listing of graphics and charts covers patterns in public spending on transportation and water infrastructure from 1956 to 2017.

In a landmark moment for the geospatial fraternity, Congress cleared the bill of Geospatial Data Act for presidential approval. The bill was sponsored by Senators Orrin Hatch (R-UT) and Mark Warner (D-VA) and Representatives Bruce Westerman (R-AR-04) and Seth Moulton (D-MA-06) last year in May.
Geospatial Data Act was then added to the Federal Aviation Administration reauthorization bill.

The Preamble of the CST Program Board Policies states, in part, "Technicians fill positions which require specialized knowledge and skill in one or more of the broad fields of surveying and mapping." Shouldn't that knowledge be quantified through certification?
Point of Beginning
On Oct. 10, Hurricane Michael made landfall on the Florida Panhandle as a Category 4 storm. The storm has left widespread destruction totaling up to an estimated $4.5 billion in property damage, a death toll of 18 people to date, and tens of thousands without homes, electricity and food. In response, the Geospatial Intelligence Center began mobilizing a fleet of aircraft equipped with Vexcel Imaging UltraCam digital aerial camera systems.
