Brian Portwood, Federal land rights expert and historian of land rights law
Land surveyors often have occasion to address title issues along with boundary issues, making education pertaining to other forms of title, aside from fee ownership of land, relevant to surveyors, particularly those who perform ALTA surveys and wish to provide their clients with a complete and highly informative product. The proper identification and categorization of land rights has become a matter of high importance to our society, and effective documentation of land rights is vital to that task, but verification of federal land rights can be highly problematic, often requiring judicial resolution. This article celebrates the 100th anniversary of the formation of the National Park Service , from the perspective of a professional land surveyor, focusing on the historical development of our National Park System through boundary modification.

National Geodetic Survey
NGS has completed the transition from a primarily state geodetic advisor program, which covered only 24 participating states, to a new regional advisor program that covers the entire United States across 14 regions. NGS regional geodetic advisors serve as liaisons between NOAA and its public, academic and private-sector constituents who manage activities tied to the National Spatial Reference System — the consistent coordinate system that defines latitude, longitude, height, scale, gravity and orientation throughout the United States. For more information, see: http://geodesy.noaa.gov/ADVISORS/.

Many surveyors have become aware of an activity that is currently underway to "design and produce a method to automate the ALTA (meaning ALTA/NSPS Land Title Survey) land survey to significantly reduce the time and expense required to complete it."
The challenge is being orchestrated through a company called HeroX. As stated on its website, "HeroX exists to enable anyone, anywhere in the world, to create a challenge that addresses any problem or opportunity, build a community around that challenge and activate the circumstances that can lead to a breakthrough innovation." The Challenge Sponsor is the William Warren Group which is "a privately held, entrepreneurial self-storage development, acquisition, and management company."
When this challenge was first being considered, but not yet fully laid out, it was discussed on the June 20, 2016 broadcast of the NSPS Radio Hour with guests Nidhi Chaudhary, VP of Challenge Success for HeroX, and Gary Kent (Chair of the ALTA/NSPS Land Title Survey Committee). Discussion of the specifics of this particular challenge begin at about the 33rd minute of the hour-long program. NSPS continues to monitor this challenge in order to comment on any misinformation that may be presented as related to licensing requirements, the ALTA/NSPS Land Title Survey standards, or matters of survey.

The Maryland Society of Surveyors (MSS), Oklahoma Society of Land Surveyors (OSLS), and Virginia Association of Surveyors (VAS) have been leaders in the Workforce Development initiative for the surveying profession. MSS and VAS have initiated efforts through outreach to the respective Career & Technical Education offices (see list for all such office in their respective states, while OSLS has worked in concert with the Oklahoma State Board of Licensure for Professional Engineers and Land Surveyors to form a Task Force for a SurveyOklahoma initiative the initials of which resulted in the website www.SurveyOklahoma.com.
Join host Curt Sumner and his guests TJ Frazier (MSS), Burk Cornelius (OK), and Steve Douty (VAS) for a discussion about this important issue.
Find links to the State Career and Technical Education offices and local workforce boards for each state by visiting the NSPS website.

The U.S. Department of Transportation (USDOT) has released the first data from its study of power levels for services seeking to use spectrum near GNSS frequencies for ground-based and other applications that could interfere with satellite navigation. The analysis is based on effort by Ligado, the successor company to LightSquared. In a workshop held in Washington, D.C., members of the DoT team presented the first results from the GPS Adjacent-Band Compatibility (ABC) Assessment, a wide-ranging effort to determine the power limits by frequency, or interference tolerance masks (ITM), needed to protect both existing and future GPS receivers. Test results indicated a need to limit interfering signals at different levels depending on the type of GNSS receiver being used.

Before Congress recessed on Sept. 28 to campaign, Rep. Bruce Westerman (R-AR) introduced H.R. 6294, the Geospatial Data Act of 2016, in the House. This bill is identical to a modified version of S. 740, introduced by Senator Orin Hatch (R-UT), and includes provisions NSPS negotiated with Senator Hatch. Congress returns for a post-election "lame duck" session on Nov. 14.

Election Day, Nov. 8, is less than 30 days away. The election is not just about President, but includes all 435 members of Congress, 34 U.S. Senate seats, 12 Governors and scores of state legislatures, local offices, and ballot measures. While the volatile Presidential election is attracting all the media attention, across the country there are House and Senate races that will determine what kind of Congress the new President will have. Will it be a Congress that understands surveying and mapping, supports free enterprise, and helps grow the nation's economy. When one looks at the success NSPS has had with the FLAIR Act, 3DEP funding, promoting commercial UAS, authorizing Digital Coast, enacting a new pipeline safety and mapping law, and many other issues, you can see the return on investment for having access to active and responsive lawmakers in both the House and Senate, among Republicans and Democrats. Please make your contribution to the NSPS PAC today so the surveying profession can have its voice heard, provide support to candidates as they make the last push in their campaigns, and help elect Congressmen and Senators who support the profession. Please use a personal credit card to make a contribution of $25, $50, $75, $100 $200, $250, $500, $1,000, whatever you can afford. Join the Jefferson Club, a special group of dedicated surveyors who contribute $500 per year to the NSPS PAC.

A recent market report by ADS Reports estimates that by 2022 the international drone market (also known as RPAS or UAV) will reach $21.23 billion, growing at a rate of about 20 percent annually. With market reports regularly supporting this huge growth, manufacturers of drone technologies have been looking to secure market share by establishing strategic partnerships with organizations that may otherwise be competitors.

The Open Geospatial Consortium membership has approved CDB as an OGC standard. The OGC CDB standard is based on and derived from an industry developed and maintained specification for the modeling and simulation community.
The CDB standard defines a conceptual model, as well as rules for implementing the model, for the storage, access, and modification of a synthetic environment data store as required in high-fidelity simulation and mission rehearsal.

No matter how sophisticated information technology gets — and who can deny that IT is evolving exceptionally fast these days — there's nothing that can replicate the combination of two unique pieces of data: Time and place. That's why the place for geospatial data is here, and the time is now.
The advent of big data analytics has enabled companies to answer all sorts of questions that they couldn't have before.
