The NSPS Political Action Committee (NSPS PAC) today announced contributions of more than $19,000 in support of 31 candidates for the U.S. Senate and House of Representatives for next week's election, on Tuesday, November 6. Members are asked to keep this NSPS support in mind when determining for these candidates in their home state or district. For more information about the NSPS PAC and how to contribute, visit the NSPS PAC webpage. Contributions are to four Senate candidate campaigns and 27 House candidates and incumbents.

The America’s Water Infrastructure Act (AWIA) of 2018 (S. 3021), was signed into law (P.L. 115-270) this month. The new law, renamed from the traditional Water Resources Development Act (WRDA) will provide investments in harbor, waterway, flood protection, and other water infrastructure improvements throughout the country. AWIA, which funds projects by the U.S. Army Corps of Engineers, Bureau of Reclamation and other agencies, together with the Federal Aviation Authorization (FAA), and the FY 18 Omnibus Appropriations constitute the infrastructure program President Trump promoted in the 2016 campaign, along with a Highway bill that will be reauthorized in the next Congress, when the current law expires in 2020. This significant water policy bill includes a number of provisions impacting water infrastructure funding. In a victory for NSPS, Section 1107, written by Rep. Dan Lipinski (D-IL), directs the Corps to create a publicly available online database of all real estate assets in the United States that are owned, operated, managed, or in the custody of the Corps. Another provision, Section 1118 directs the Corps to develop guidance for accepting and using any information gathered from a non-federal interest through the use of geomatic techniques.

As previously reported in News & Views, new rules implemented by Department of Labor in the Trump Administration may enable state associations to offer group health insurance plans to their members. Some state surveying associations had plans several years ago, pre-Obamacare, but too many regulations made that very difficult to sustain and most were dropped. NSPS is exploring programs under the new rules. The Federal rules are not a mandate on the states, but rather they are designed to enable and empower the states, as health insurance is still state regulated. Under the new Federal rules, each state must adopt its own rules. Several states have held up implementing their own regulations, as a handful of state attorneys general are suing the Trump Administration Labor Department over this issue.

A team of VAS members was on hand at a booth promoting a career in surveying before students in Winchester last week at the World of Work or "WoW" exhibition. VAS members Lisa Goodwin, Brent Evans, Kevin Shreiner, Frank Jenkins, Randy Stowers, and Chris Jensen shared their passion for and knowledge of a career in surveying with 7th graders from throughout the Shenandoah Valley. The event also earned local television coverage, as well as articles in Winchester and Northern Virginia newspapers.

The Wall Street Journal has created several data visualizations that illustrate the rising costs of hurricanes in the United States. Maps and graphs illustrate that the populations of coastal counties have increased significantly more than those in the rest of the mainland, which means there are more homes susceptible to damage. In addition, the forward speed of hurricanes has decreased 17 percent since 1980, leading to more rainfall in certain areas and increased flooding. Prior to Hurricane Michael, the trio of hurricanes Harvey, Maria, and Irma alone accounted for 31 percent of the damage hurricanes caused since 1980, or $268 billion.

Location, location, location. It's been a mantra in real estate since Dutch settlers purchased Manhattan for about $24 in the 1620s. Still today, a plot of land at one specific location can be more valuable than a similarly sized plot of land in a different one; if it's next to a river or the ocean, or it is centrally located to things the owner wants and needs, for example.
Fast forward several hundred years and location still matters, and not just in real estate.

GPS World
The Federal Aviation Administration has issued more drone flight restrictions — this time, near U.S. Navy and U.S. Coast Guard vessels operating in the vicinity of Naval Base Kitsap, Washington, and Naval Submarine Base Kings Bay, Georgia.
Drone operations are required to maintain a distance of at least 3,000 feet laterally and 1,000 feet vertically from the ships and submarines.

The Galileo satellite navigation system has been in the news a lot this week, and now comes word from the European Global Navigation Satellite Systems Agency that Galileo Satellites GSAT0215, GSAT0216, GSAT0217, and GSAT0218, launched in December 2017, have been commissioned for operational use.
Since Oct. 12, all Galileo satellites that were launched last year (in December) are usable for service provision, according to the GSA.
