Senator's Staff Briefs NSPS Board on Ligado, GPS Interference

Dan Hillenbrand, Policy Advisor to U.S. Senator James Inhofe (R-OK), Chairman of the Senate Committee on Armed Services, last week briefed the NSPS Board of Directors oversight of Ligado interference with GPS last week during the Board of Directors meeting. Hillenbrand assists Senator Inhofe with coalitions of lawmakers and outside organizations, such as NSPS, as part of the Industry Coalition Against the Ligado Order (ICALO), GPS Innovation Alliance (GPSIA), and the Keep GPS Working Coalition. NSPS is active in each of these three coalitions, and welcomed Hillenbrand’s update to NSPS on the plans for legislation and oversight of the Federal Communications Commission (FCC) and the Ligado order. His remarks focused on the differences in jurisdiction between the Senate Armed Services Committee, which has concerns over the impact of Ligado’s GPS interference with military systems as well as civilian applications, and the Senate Commerce Committee, which has jurisdiction over FCC. Hillenbrand also commented on the important voice of the surveying profession in Congress and the ongoing need for the NSPS membership to reach out to their respective Senators and members of Congress to educate them on the threat to GPS from Ligado. NSPS Cosigns Coalition Letter to Congress on Ligado

NSPS joined a coalition of organizations in a letter reminding leadership of the Senate Commerce, Science, and Transportation Committee of the negative impacts of the April decision of the Federal Communications Commission (FCC) on the Ligado order to allocate spectrum that studies show would create interference with GPS signals. A broad coalition of 80 organizations, including NSPS, signed the letter explaining to the committee’s leadership, explaining a request for the committee’s “direct involvement to protect the satellite communications and GPS services that we provide and are relied on by tens of millions of Americans everyday." Surveying and professions are specifically referenced in the letter. As highlighted in the recent NSPS Government Affairs Report provided by John M. Palatiello & Associates, the Senate Commerce Committee held a hearing in June where the U.S. Department of Transportation witness testified by referencing "high precision surveying" and "surveying equipment" while providing the example "of a surveyor siting a road or pipeline in the wrong place due to bad data" as negative consequences to Ligado interference with GPS.

Presidential Proclamation on Critical Infrastructure Security and Resilience Month, 2020

In his October 30 statement, President Trump noted, "Additionally, my Administration has further advanced and strengthened the security and resilience of our critical infrastructure throughout the pandemic. In February, I signed an Executive Order on Strengthening National Resilience through Responsible Use of Positioning, Navigation, and Timing (PNT) Services to prevent any efforts to disrupt or manipulate PNT services, such as the Global Positioning System, from being undermined."

TMAC Meeting Summary (10/29-30/2020)

Day 1 – On October 29, 2020, the TMAC met to discuss this year’s report. The first day commenced with the review of the agenda, roll call, administrative instructions, and meeting goals. The council discussed the ongoing Stakeholder Engagement Survey, which is administered in three steps: 1) a national survey, 2) webinar series, and 3) focus group meetings. The first two steps are complete and the focus group meetings are scheduled from November 4, 2020 to December 2, 2020. After public comment, Subcommittee 1 continued with their report presentation pertaining to vision of the future program, and best practices to understand flood hazards in a graduated way. The council also listened to a presentation update on Risk Rating 2.
Day 2 – On October 30, 2020, the TMAC Subcommittee 1 continued their report which included best practices to identify flood risk in a graduated way, and best practices to promote increased investments for flood mitigation incentives. Subcommittee 2 discussed an overview of the stakeholder engagement survey, available opportunities and components of the current program which should remain in place, real and perceived obstacles to successfully transition to Risk Rating 2.0, and the roles of the many entities involved in the transition. The meeting closed with an open discussion on topics which FEMA desires the TMAC to evaluate in 2021.

President Trump Issues Proclamation Referencing PNT and GPS

FCC Establishes a 5G Fund for Rural America

The Federal Communications Commission (FCC) has adopted rules for creating the 5G Fund for Rural America, which will distribute up to $9 billion over the next decade to bring 5G wireless broadband connectivity to rural America. The 5G Fund will use multi-round reverse auctions in two phases to target support from the Commission’s Universal Service Fund to eligible areas based upon the improved mobile broadband coverage data gathered in the Commission’s Digital Opportunity Data Collection proceeding. Phase I of the 5G Fund will target up to $8 billion of support nationwide to areas lacking unsubsidized 4G LTE or 5G mobile broadband, with $680 million specifically set aside for bidders offering to serve Tribal lands.

How It Works: POB is working directly with the professional land surveyor associations in each state to create a profile of the state’s land surveying community that is also informed by the work of its individual membership base. Factors taken into consideration for ranking include salaries, benefits, impactful projects completed and diversity.
How You Vote: To influence your state’s ranking, submit the following short questionnaire and choose the professional land surveyor association where you are a member. If you are not a member of your state’s association, your work still counts toward your state’s ranking. Simply select the non-member option.
The Winning State: All states will be ranked, but only one state will be ranked No. 1. USGIF Launches Fifth Annual EdGEOcation Giving Campaign

The United States Geospatial Intelligence Foundation announces the launch of its fifth annual EdGEOcation Giving Fund, with the goal to raise $70,000 and awareness for USGIF’s 2021 Scholarship Program.
Since launching the scholarship program in 2004 USGIF has demonstrated its commitment to GEOINT education by awarding more than $1.4 million in scholarships to highly deserving students, from high school to Ph.D. levels.

Report: Lack of Government Investment Hurting US Geospatial Intelligence Industry

A new study by the MITRE Corp. says the U.S. commercial geospatial intelligence industry is being outpaced by foreign competitors and the U.S. government could do more to help.
U.S. investment in commercial geoint has been relatively flat over the last five years, while foreign investment has “increased tremendously within the last two years,” says the MITRE study written by a team of analysts.

PDR and the Pandemic

Our Professional Development Record hours — CPD in the UK — are a key part of the surveying and geospatial professions. Previously PDR would have involved a mixture of in-person training, in-person conferences and self-study training materials. With the COVID-19 restrictions on meeting other people face-to-face, meetings are no longer possible, at least in the short term. Online video conferencing can substitute for some in-person events, and many PDR requirements are being relaxed to allow completely online PDR hours.
