Building off of the momentum from the Digital Coast Act, H.R. 2189, having been adopted in September by the House Committee on Natural Resources, NSPS was one of ten organizations to cosign a letter this week to the Senate Commerce Committee requesting that a markup be scheduled on S. 1069, the Digital Coast Act. The letter stated, "Data included in the Digital Coast ranges from surveying, mapping, geospatial, economic, demographic and ecosystem data to satellite imagery. ... We respectfully urge your action in scheduling S. 1069 for markup in committee. In doing so, we deeply appreciate your recognition of the numerous benefits the Digital Coast can provide to coastal communities and those working to make them more resilient."

This article is part of a quarterly series on the wide variety of issues associated with boundary and easement disputes which arise in the federal context, emphasizing the importance of understanding the historical origin of federal land rights, from the perspective of a professional land surveyor. On December 7th we will bow our heads in remembrance of the valiant Americans who lost their lives on that date in 1941 defending Pearl Harbor, but on the following day, let us also pause to reflect upon the importance of our own work. December 8, 2019, marks the 100th anniversary of the formal inauguration of the most intensive land rights litigation in our nation’s history. This 19th edition, documenting the historical events which made the Red River of the South a major focal point of controversy a century ago, has been split into 4 parts, due to its extensive length. NSPS
The U.S. Army Corps of Engineers has proposed 14-foot-high natural sand dunes in the latest version of its up to $32 billion plan for protecting the Houston and Galveston areas from hurricane-related storm surges. The plan calls for establishing roughly 44 miles of dunes and floodgates that would run from High Island to San Luis Pass, as well as ecosystem restoration farther south. The sand dune field is among a series of revisions the Corps recently made to the draft coastal barrier alignment released last year. The Bureau of Economic Geology, which monitors shoreline changes along the Texas coast, estimates that parts of Galveston and Bolivar have lost 5 to 8 feet of shoreline over the last 80 years. The Corps will submit a final proposal for the coastal barrier to Congress for funding in 2021.

This annual competition will be held in conjunction with the International Right of Way Associations’s 66th Annual International Education Conference in June 2020 in Minneapolis, MN. Winners will be announced in Right of Way magazine and during the Annual Education Conference, where winning maps will also be displayed. The SVR 98010 25' SVR (10ths) heavy-duty level grade rod is constructed of strong reinforced fiberglass and its rectangular-oval shape is designed for the serious user. U.S. Environmental Protection Agency Administrator Andrew Wheeler and Region V Administrator and Great Lakes National Program Manager Cathy Stepp unveiled an updated and aggressive Great Lakes Restoration Initiative (GLRI) action plan. The GLRI Action Plan III will guide the actions of federal agencies and their many partners over the next 5 years to protect and restore the Great Lakes — fueling local and regional economies and community revitalization efforts across the basin. The agency also announced $11 million in funding for grants to support GLRI projects in Michigan.

A recent article in the Scientific American publication Knowledgeable Magazine notes “Scientists, surveyors, the military and others often need a very precise GPS location, and all it takes is a more complicated GPS receiver”. To our minds, Surveyors being mentioned as being among the group whose work requires a more complicated GPS receiver lends credibility (perhaps inadvertently) to the fact that not every GPS unit can be depended upon to “pinpoint a spot of the Earth’s surface”. As Surveyors know well, there is a misconception which often leads to the misidentification of property corners/lines by those who do not understand this fact. It is flattering that Surveyors are mentioned in the article, and hopefully the “all it takes……” wording won’t be inferred to mean that anyone with a “more complicated GPS receiver” has the knowledge/experience/license/authority to identify or set property corners/boundaries.

The grapevine was abuzz on Halloween with chatter that the Federal Communications Commission might soon act on a long-pending request from Ligado Networks to use spectrum near the GPS frequencies to support terrestrial communications. Testing in 2011, later confirmed by a Department of Transportation study, showed such transmissions could interfere with GPS receivers. The request has been on hold since 2012.
