NSPS Federal Lobbyist John "JB" Byrd attended a discussion on spatial reasoning hosted by the American Enterprise Institute (AEI) in Washington, DC featuring scholars Jonathan Wai from the University of Arkansas and David Uttal from Northwestern University. Dr. Wai and Dr. Uttal presented findings from their new report on the importance of spatial reasoning and offered proposals for reform in light of the new research. Spatial reasoning is a stronger predictor of STEM performance than is mathematical or verbal reasoning. Second, an individual's spatial skills can be improved through training and education. Both scholars noted, however, that testing for spatial reasoning ability is markedly absent from nearly all standardized tests and college entry evaluations. As a result, these skills are often ignored in early education, which may result in a significant loss of talent. To watch JB's question and answer with the panel regarding workforce development in surveying and early childhood education, click on this video and watch section 30:55-34:25.

A Congressional Budget Office (CBO) cost estimate found that S. 90, the "Red River Gradient Boundary Survey Act," would authorize the appropriation of $1 million for the Bureau of Land Management (BLM) to commission a survey to identify the boundary between federal and nonfederal lands along the Red River in Texas and Oklahoma. The bill would require officials from those states to select licensed surveyors. Under the bill, BLM would submit the results of the survey to state officials for approval; federal approval would not be required. The bill was reported favorably out of the Senate Committee on Energy and Natural Resources last month. This controversial project was the subject of a presentation at the 2016

A recent Congressional Budget Office (CBO) report found that State and local governments are the main owners of highways, mass transit systems, airports, and water systems nationwide. In recent years, 60 percent of the investment in such infrastructure that state and local governments have made from their own funds (excluding federal grants) has been financed using mechanisms that impose costs on the federal government: tax-exempt bonds, state revolving funds and infrastructure banks ("state banks"), tax credit bonds, and direct federal credit programs.

The Joint-Conference between the NSPS Young Surveyors (YS) and the International Federation of Surveyors (FIG) in College Park, MD was a tremendous success. The Maryland Society of Surveyors hosted event followed the FIG meeting held last year in Istanbul. Costa Rica, Puerto Rico, Argentina, New Zealand were there, as well as many young surveyors from across the US.
Sponsors included Trimble, SAM LLC, Leica, the Potomac, Appalachian, Baltimore, and Carroll Chapters of MSS, DCALS, FIG, NSPS, David Doyle, and David Weber.
The event ran Wednesday through Friday, with NSPS business/committee meetings also taking place. Long Island Surveyors, Gayron de Bruin of Bethpage, NY were represented on a "Survey Leadership" discussion panel, while Land Development Professionals spoke in great lengths about Design-Build opportunities for the modern Surveyor.

The announcement of the White House's new strategy to speed development of next-generation wireless networks is likely to create a new front in the years-long fight over a proposed project that could interfere with GPS spectrum.
That proposal, first made by LightSquared and now being pursued by its successor firm Ligado Networks, would take spectrum allocated for satellite usage and rescope it to include a still-to-be-defined terrestrial network or networks.
