Question:
I am providing a boundary survey for a parcel that is shown on an ALTA/ACSM Land Title Survey dated 7/31/2014. I was unaware of this ALTA survey until yesterday when we went to monument our boundary retracement of the parcel. My retracement survey places the NE corner of the subject parcel just 0.7’ South of the SE corner of the existing building on the adjoining parcel to the North. I am trying to understand what was used for the ALTA survey.

As Congress moves toward legislation reauthorizing the Pipeline and Hazardous Materials Safety Administration (PHMSA), critics say the agency has been slow and timid in implementing pipeline safety regulations already mandated by law. NSPS recently submitted a statement for the record of a Senate hearing pointing to the need for better pipeline location data.

The Trans-Pacific Partnership (TPP), a controversial proposed trade agreement among twelve Pacific Rim countries, negotiated over a period of seven years by the Obama Administration, has been formally submitted to Congress for approval. The proposed agreement includes sections on trade in services, including aerial surveying and mapping, and government procurement. NSPS will conduct a thorough review and analysis of the TPP for provisions and impact on U.S. surveyors.

Former Congresswoman Sandy Adams (R-FL), running to return to Congress in a soon to be redrawn district in Florida, recently met with NSPS lobbyist John "JB" Byrd in Washington, DC. First elected to Congress in 2010, Rep. Adams represented a coastal area near the Kennedy Space Center at Cape Canaveral. In 2012, the Florida Legislature redrew the Congressional district lines, drawing Adams into a district with a 20-year fellow Republican incumbent, and she lost in her bid for re-election in the primary. Due to recent legal challenges, the Florida Legislature is in the process of redrawing the Congressional districts in advance of the 2016 election.

A recent Congressional Research Service (CRS) report found that the Bipartisan Budget Agreement of 2015, Public Law 114-74 includes a number of provisions that alter the budget parameters established by the previously enacted Budget Control Act of 2011, Public Law 112-25). These measures increase the discretionary spending caps for FY2016 and FY2017, extend automatic direct spending reductions to FY2025; and suspend the statutory debt limit until March 2017. The Budget Control Act restricts discretionary spending each year through FY2021 by establishing caps on both defense and nondefense budget authority.

Although the federal presence and influence on surface transportation policy remains significant, the "Moving Ahead for Progress in the 21st Century (MAP-21) Act" was a continuation of the previous reauthorizations’ emphasis on increasing state decision-making authority, a recent Congressional Research Service (CRS) report found. While many federal highway programs were discontinued as separate entities, states are authorized, but not required, to spend their federal highway funds for many of the same purposes. MAP-21 also changed the project delivery approval process in an effort to reduce the average project delivery time for highway and mass transit construction projects.
