Tuesday, Nov. 12 marked the first day of the competition at the Hilton Washington Dulles Airport Hotel. The opening ceremony included greetings from NSPS Executive Director Curt Sumner and Zhang Wenyun, Head of the delegation from the Beijing Federation of Trade Unions. The teams were given details for the "field survey" component of the competition which will be held at the NGS Corbin facility on Wednesday, Nov. 13. Two teams of nine members each will represent the respective countries in a three-component day-long exercise. Participants representing each of the two teams agreed that the cultural and professional implications resulting from the competition will build strong bonds for future collaboration.

The NSPS Political Action Committee (NSPS PAC) announced it contributed over $19,000 in support of 31 candidates for the U.S. Senate and House of Representatives for last week’s election. "NSPS strongly supports these candidates. They were selected by our PAC, based on their records on professional surveying and general business issues, committee assignments, leadership positions, and the status of their election campaigns," said NSPS Executive Director Curtis Sumner. "This election cycle, we continued our implementation of a comprehensive process of candidate evaluation, input from our members, and staff analysis." The PAC was perfect in the Senate contributions with each of the four recipients winning election. The House saw 22 of the 27 recipients win election. The overall record for the 2017-2018 cycle was an 84% win rate (26 winners and 5 losers), a high batting average considering the turnover and volatility in the 2018 midterm election. "The NSPS PAC is a bi-partisan PAC that supports Republicans and Democrats who have records of demonstrated support for the professional surveying community and our free enterprise system, and responsiveness to NSPS members," said Jon Warren, NSPS PAC Chair. Prior to the Congressional recess for the November 6 election campaign, U.S. Representative Doug LaMalfa (R-CA) introduced H.R. 7018, the Protecting Lands Against Narcotics Trafficking (PLANT) Act. The legislation provides resources to help local, state, and federal law enforcement agencies eradicate illegal marijuana growing on public lands, increases fines and penalties for illegally producing marijuana on public lands, and establishes a fund to restore land that has been damaged by illegal cultivation activities paid for through fines imposed on illegal growers. The bill calls for contracting with commercial firms for remote sensing and geospatial data collection from manned, unmanned, satellite and other collection methodologies, consistent with procedures establish by Supreme Court decisions.
According to the U.S. Forest Service, roughly 90% of all illegal marijuana growing is on sites located on National Forest System land in California. NSPS worked closely with Rep. LaMalfa on geospatial data collection language using UAS and manned platforms found in Section 3 of the bill.

The America's Water Infrastructure Act of 2018, recently signed into law, will provide for investment in harbor, waterway, flood protection, and other water infrastructure improvement projects across the country. According to House Transportation and Infrastructure Committee, the passage of this law will greatly benefit coastal communities whose economic success depends greatly on ports, harbors, and waterways to sustain jobs. A water resource development bill has passed every two years since 2014 in order to help secure this vital infrastructure.

NATO conducted its largest military exercise since the Cold War in the frigid waters and icy mountains of Norway Oct. 25-Nov. 7.
During the final days of the Trident Juncture exercise, GPS signals guiding ships, aircraft, tanks, trucks and troops began to fail. Tracking screens flickered and positions were suddenly wrong from a few meters to hundreds of kilometers.
