Maryland Society of Surveyors/District of Columbia Association of Land Surveyors/NSPS/Surveyors Historical Society
It is with deep regret that we report the loss of one our Survey family members. Harry “Chas” Langelan, 72 of Mount Airy, MD died suddenly and unexpectedly on November 19, 2019. He leaves behind his wife Terry, to whom he has been married for the past 42 years, and his 3 sons Ryan, Kellen and Brady.
Chas had 43-plus years of surveying experience and retired from A. Morton Thomas in 2008, reaching Vice President by working his way through the ranks. He was instrumental in establishing their DC office which was a long-term goal of his.
Those who knew Chas know that Surveying was not a career, it was a passion for him. He was a friend to all surveyors and considered to be a “surveyor’s surveyor”. Chas served on the Boards of five professional organizations: District of Columbia Association of Land Surveyors (DCALS), Surveyors Historical Society (SHS), Maryland Society of Surveyors (Carroll County Chapter President), Map Society, and Historical Society.
He was a past-president of DCALS and received the First DCALS “Lifetime Distinguished Service Award” which comes with all the privileges and considerations of an Honorary Member. He is one of two people to have served continuously on the DCALS Board of Directors since its inception. Chas was a Past-President of MSS and received its Surveyor of the Year award.
He often participated in survey reenactments and liked to wear colonial surveyor garments. Chas reset a Mason-Dixon Crown stone on the MD/PA boarder using Colonial Surveying techniques. He also found DC Boundary stone SE 8 – “spent more time with the stone than loved ones that year”.
He was known as an expert writer, and will be remembered as a National surveyor figure with superior narrator and presentation skills. Chas loved to collect old Maps, survey instruments and historical information.
He was expert mechanic, and lover of old Jeeps.
He will be deeply missed by his family and friends, but his legacy will live on forever. The family appreciates all your love and prayers at this most difficult and trying time.

The U.S. Senate Committee on Commerce, Science, and Transportation last week approved a key NSPS legislative priority, the Digital Coast Act (S. 1069), clearing the bill for action by the full Senate. NSPS was one of ten organizations to cosign a letter to the Senate Commerce Committee requesting the markup. NSPS lobbyist John “JB” Byrd leads the Digital Coast Partnership Advocacy Coalition that coordinates stakeholder groups in support of the bill. The lead sponsor of the Senate bill, Sen. Tammy Baldwin (D-WI), recognized NSPS in her news release highlighting the progress on her bill.

This article is part of a quarterly series on the wide variety of issues associated with boundary and easement disputes which arise in the federal context, emphasizing the importance of understanding the historical origin of federal land rights, from the perspective of a professional land surveyor. On December 7th we will bow our heads in remembrance of the valiant Americans who lost their lives on that date in 1941 defending Pearl Harbor, but on the following day, let us also pause to reflect upon the importance of our own work. December 8, 2019, marks the 100th anniversary of the formal inauguration of the most intensive land rights litigation in our nation’s history. This 19th edition, documenting the historical events which made the Red River of the South a major focal point of controversy a century ago, has been split into 4 parts, due to its extensive length. The NSPS Young Surveyor’s Network is proud to present our new website, www.youngsurveyors.org. We worked with myheartcreative, an Oklahoma web design company with a history of working with surveyors, to develop a site to provide to our current and prospective members all the information they need to stay connected. The new site also allows individual state representatives to control their content and post events.
The definition of a Young Surveyor is someone under the age of 35 or who earned their Degree within the past ten years. All surveyors, regardless of licensure, are welcome to join; however, but the focus will remain on supporting those new to the industry.
We would like to ask anyone who wishes to join, or may have joined in the past, to join on the new site as we are rebuilding our membership list using an easier to manage system. This should allow for better organization and quicker mobilization on those issues important to us.

NGS
A new study estimates the value of the NGS Gravity Program to be between $4.2 and $13.3 billion over ten years, with a middle scenario of $8.7 billion. The socio-economic study was conducted for NGS by ARCBridge Consulting of Herndon, Virginia. The NGS Gravity Program uses information about the gravity field to provide more accurate elevation data (or "heights") for the United States. The improved heights will result from a new vertical height reference system created from the Gravity Program's GRAV-D Project (Gravity for the Redefinition of the American Vertical Datum), which lets surveyors and scientists employ GPS to determine more precise and accurate elevations than currently possible, in less time and with less effort.

NOAA is initiating a five-year process to end all traditional paper nautical chart production and issued a Federal Register Notice on November 15 seeking public comment on the proposal. Chart users, companies that provide products and services based on NOAA raster and electronic navigational chart (NOAA ENC®) products, and other stakeholders can help shape the manner and timing in which the product sunsetting process will proceed. Customers who take electricity from publicly regulated utilities are looking for reliable, affordable services. Recent “Smart Grid” upgrades involving both hardware and software, some of which already have been deployed, boost utilities’ ability to meet their desire. But much of that work hasn’t yet been done, and plans for future projects aren’t cheap. Regulators will need to remain vigilant by conducting cost-benefit analyses as utilities request cost recovery measures to implement needed ongoing improvements.
