NSPS Foundation
Each year, the National Society of Professional Surveyors Foundation conducts a scholarship program which offers over $30,000 in scholarships funded by a variety of individuals, companies, and organizations to encourage and support college education in geospatial sciences. These scholarships are a great opportunity for college students in surveying, mapping, geographic information systems, and geodetic science programs. The application deadline is Jan. 15, 2018.

NSPS
The U.S. House of Representatives on Nov. 14 passed the 21st Century Flood Reform Act, H.R. 2874, a combined package of seven bills that reauthorizes the National Flood Insurance Program (NFIP) until 2022 and introduces various reforms, including those for the surveying profession and recommended by NSPS. (Click here for the NSPS Issue Paper.) The vote was 237-189. Section 305 mandates that FEMA consult with the DOD, USGS, and NOAA to obtain information relevant to flood insurance mapping, including topographic data. The bill now goes to the U.S. Senate, which may adopt the House bill or a modified version of it, or advance its own bill. In addition, last week the Congressional Budget Office (CBO) provided an updated cost estimate for the House-passed bill as well as a presentation on the NFIP financial status.

Senator Orrin Hatch (R-UT) and Representative Bruce Westerman (R-AR), on Nov. 15 introduced a revised version of the Geospatial Data Act, S. 2128 and H.R. 4395, respectively. NSPS joined the American Society of Civil Engineers (ASCE) in a statement in support of the original bill, S. 1253/H.R. 3522. The new bill removes NSPS-supported provisions in Sections 11 and 12 regarding use of the private sector, qualifications based selection (QBS) for contracting, and preventing Federal preemption of state surveying licensing laws. A special thanks to numerous members of the Utah Council of Land Surveyors who communicated their support for sections 11 and 12 to Senator Hatch.

NSPS
During a seminar that I attended a few years ago, I thought it was mentioned that an ALTA/NSPS Survey could not be performed from an Owner's Policy. Is that accurate, or am I mistaken?
Answer:
The owner's policy (and commitment) may differ from the lender's policy (and commitment), but the Surveyor may rely on whichever policy or commitment is provided, so if they give you an owner's policy, feel free to use it.
Keep in mind, however, that if this is the current owner's policy, and the property is being sold or refinanced, there will almost certainly be a new commitment prepared and provided before it is all said and done. So you may want to keep in mind that you may be reviewing and revising your survey accordingly when the time comes.

NSPS lobbyist John "JB" Byrd recently met with Anthony Gonzalez (R), a candidate for an open seat in the U.S. House of Representatives from Ohio. The seat is currently held by Rep. Jim Renacci (R), who is running for Governor. The primary in the 16th Congressional District is set for May 2018. Having played wide receiver for The Ohio State University, Gonzalez was drafted in the first round by the Indianapolis Colts in 2007, as well as being an Academic All-American. He spent five seasons in the NFL before retiring to go back to school and earn his MBA from Stanford University. After studying the fundamentals for a successful business, Gonzalez worked as Chief Operating Officer at Chalk Schools, a high-growth, education technology company.
