We have received correspondence from the New Jersey Society of Professional Land Surveyors that its predecessor, the Surveyors Association of West Jersey, held its first meeting in Camden City on January 2, 1864 (that date is not a typo).
Thanks to all who have communicated with NSPS in response to our inquiry about the oldest practicing surveyor and the oldest state society in the U.S.

As reported last week, the Technical Mapping Advisory Council (TMAC) of the Federal Emergency Management Agency (FEMA) recently published its interim Annual Report for 2015. In doing so, TMAC highlighted the importance of elevation data collection through the USGS 3D Elevation Program (3DEP). Recommendation #4 says "FEMA should work with Federal, State, local, and Tribal partners to ensure topographic, geodetic, water-level, and bathymetry data for the flood mapping program is collected and maintained to Federal standards. Future FEMA topographic and bathymetric LiDAR acquisition should be consistent with 3DEP and Interagency Working Group on Ocean and Coastal Mapping standards, and all geospatial data for the flood mapping program should be referenced to current national datums and the National Spatial Reference System." Recommendation #17 says "FEMA should consider National Academy of Public Administration (NAPA) recommendations on agency cooperation and federation (6, 7, 8, 9 13, and 15), and use them to develop more detailed interagency and intergovernmental recommendations on data and program related activities that can be more effectively leveraged in support of flood mapping." NSPS has long advocated that 3DEP be the funding pool for elevation data, as was spelled out in the November 2013 National Academy of Public Administration (NAPA) report “FEMA Flood Mapping: Enhancing Coordination to Maximize Performance”, which included the following recommendation: “The Office of Management and Budget should use the 3DEP implementation plan for nationwide elevation data collection to guide the development of the President’s annual budget request.”

In announcing her leadership for introducing bipartisan legislation (S. 2325, the Digital Coast Act of 2015) with Sen. Lisa Murkowski (R-AK), Sen. Tammy Baldwin (D-WI) highlighted the fact that NSPS was supporting the bill as outlined in a quote from NSPS Executive Director Curtis Sumner, “The provisions of the Digital Coast Act will significantly enhance the Digital Coast project through the creation of a sustainable program to utilize geospatial technologies to map and monitor the coastal waterways of the United States, providing an invaluable benefit to the public, and to the professionals whose charge is to protect their health, safety, and welfare.” NSPS will continue to work with Sens. Baldwin and Murkowski to push for enactment of S. 2325.

A recent Government Accountability Office (GAO) report found that bridge safety remains a high-priority issue for the nation’s transportation system. Despite recent progress in improving bridge conditions, 10 percent of the nation’s 610,000 bridges were considered structurally deficient as of December 2014, according to the Federal Highway Administration’s (FHWA) National Bridge Inventory (NBI).

A recent Congressional Research Service (CRS) report found that as of mid-November, both the House and Senate Appropriations Committees reported all 12 regular appropriations bills for FY2016. The House has passed six of these—Energy-Water (H.R. 2028); Military Construction-VA (H.R. 2029); Legislative Branch (H.R. 2250); Commerce-Justice-Science (H.R. 2578); Transportation-HUD (H.R. 2577); and Defense (H.R. 2685). The Senate has passed one regular appropriations bill—Military Construction-VA. Because none of the regular appropriations bills was expected to become law by the start of the fiscal year, a Continuing Resolution (CR) was enacted to provide temporary appropriations until December 11 (H.R. 719; P.L. 114-53), which is the deadline for Congress to pass another CR or permanent appropriations for the balance of the fiscal year.
