Each year NCEES sponsors the "Best Land Surveying Practices" special award at the regional competition sites (40-plus nationwide) of the Future Cities Competition. In the December 2018 edition of the NCEES publication Licensure Exchange there is an article in which it is noted that Surveyors are needed for the 2019 regional sites. NSPS encourages its members to contact NCEES marketing and outreach associate Christian Cernauskas (ccernauskas@ncees.org) to learn more about participating in this event.

A recent surveying competition outside Washington, D.C., between China and the United States not only deepened knowledge of international surveying practices but also laid a foundation for new cross-cultural professional relationships.
The competition, which brought together teams of 18 surveyors Nov. 12-16 from each country to Northern Virginia, was organized by the Beijing Municipal Federation of Trade Unions in China, the National Society of Professional Surveyors (NSPS) in the U.S., and the America and China International Foundation.

An extension of temporary appropriations for nine Cabinet departments and dozens of smaller agencies through Dec. 21 was cleared by Congress last week. The legislation would extend current funding levels for two weeks and buy time to reach final agreement on outstanding spending issues, including President Donald Trump's $5 billion southern border wall funding request. It also extends a number of expiring authorizations including Violence Against Women Act programs, Temporary Assistance for Needy Families and the National Flood Insurance Program for the duration of the stopgap measure. Negotiations over the seven remaining fiscal 2019 spending bills — Agriculture, Commerce-Justice-Science, Financial Services, Homeland Security, Interior-Environment, State-Foreign Operations and Transportation-HUD — were mostly on hold last week as lawmakers mourned the death of former President George H.W. Bush.

A Government Accountability Office (GAO) report found that the Drug Enforcement Administration (DEA) has recently obligated, on average, over $17 million a year to help state and local agencies eradicate millions of illegal marijuana plants. Agencies in states where marijuana is legal also received funds because illegal growing can occur on national forests or trespassed farm lands. Officials from participating local agencies in California reported that aircraft support is critical to their marijuana eradication efforts because it allows them to conduct aerial surveillance to detect possible marijuana grow sites, transport personnel in and out of grow sites in remote areas, and remove large quantities of marijuana plants from grow sites. During the eradication season, Forest Service conducts aerial surveillance in helicopters funded by the state police using DCE/SP funds, and assists with eradication operations when available. As another example, officials in Georgia reported expending DCE/SP funds to conduct aerial surveillance to detect possible marijuana grow sites on national forests. Legislation pending in Congress, H.R. 7018, the Protecting Lands Against Narcotics Trafficking (PLANT) Act, introduced by Rep. Doug LaMalfa (R-CA), provides resources to help local, state, and federal law enforcement agencies eradicate illegal marijuana growing on public lands, including "contracting to use commercially available aerial imagery, remote sensing, and geospatial data acquisition services." According to the U.S. Forest Service, roughly 90% of all illegal marijuana growing is on sites located on National Forest System land in California. Rep. LaMalfa worked closely with NSPS lobbyists, John M. Palatiello & Associates, Inc., on the geospatial data collection language in the bill.

GPS World
The U.S. Air Force's first Lockheed Martin-built GPS III satellite is now encapsulated for its planned Dec. 18 launch from Cape Canaveral Air Force Station, Florida, on a SpaceX Falcon 9 rocket.
GPS III Space Vehicle 01 underwent pre-launch processing, fueling and encapsulation at Astrotech Space Operations in Titusville, Florida. During encapsulation, GPS III SV01 was sealed in its launch fairing — an aerodynamic, nose-cone shell that protects the satellite during launch.
