NCEES
The December 2015 edition of the NCEES publication Licensure Exchange contains an article (pages 3 and 11) of particular interest to surveyors. It recounts a recent matter in New Jersey regarding "land surveying vs engineering measurements."
NCEES has also published a book entitled The History of NCEES 1920-2015. Pages 4 & 5 of this publication show a timeline for the establishment of surveying and engineering licensing laws throughout the United States. The first being a California law establishing licensure for professional surveyors in 1891.

While everyone is visiting with family, taking a bit of time off, and enjoying the holidays, the NSPS Radio Hour is also taking a one-week break from "live" shows. Therefore, the show to be aired on December 28 will be a replay of a popular previous show.
We wish for everyone a joyous Christmas holiday.

When any of us is faced with a home maintenance problem we recognize that we have three choices:
- Ignore it and maybe elves will come in the night and fix it for us;
- Pay someone else to fix it for us; or
- Fix it ourselves.
At home I usually go with number one until my wife loses her patience. She tells me this in any number of ways which I will not detail here. At this point I usually take out my checkbook and handle the problem. Once in a while I will even resolve the problem myself.
Being members of a volunteer organization such as NSPS, we face similar challenges.
We identify a project which merits our attention, and then we:
- Forget about it and hope that someone else takes care of it;
- Pay someone to fix it for us; or
- Fix it ourselves.
Since we are a grass roots organization on a limited budget, we are usually caught between option 1 and option 3. My wife is not a member of NSPS and she does not mind when things aren't finished there. Because of this there is no constant reminder of things left undone.
National Surveyors Week 2016 will be celebrated March 21 - 26.
The National Society of Surveyors needs volunteers to help coordinate this effort across the country. We need volunteer coordinators in every state and this year we are going to try to have regional coordinators as well.
We have divided the US into 10 zones of five states apiece, and we are looking for volunteers to coordinate the National Surveyors Week effort in those zones. I will act as coordinator for 2016 and help disseminate information from NSPS to the various zones.
Soon, I will write another email asking each of you to either volunteer to act as a state coordinator or regional coordinator, or suggest someone who might be willing to take on the task. In this way we can affect the best participation in all of the states and make 2016 the best National Surveyors Week to date.
My apologies for the sexist nature of this message, and any slight I inadvertently cast upon elves. My intention was bring this to your attention and get it on your radar.

Since the physical meeting in October, during which recommendations had been approved but not all the supporting background had been completed for the 2015 Annual report and the Future Conditions report, additional writing and editing has been a constant effort. During today’s meeting it became clear that there is still editing that needs to occur and that the report is not yet in absolute final form. However, the two reports were approved pending those edits and will be forwarded to FEMA and Congress on some near but unstated future date. The process has been unduly frustrating and my hope is that a different process will enable us to compile the 2016 Annual Report in a way that is less restrictive on the process and more effective in promoting inter-member discussion.
One of the major encumbrances on the operations of this TMAC is the imposition of additional Federal Advisory Committee Act (FACA) rules (as conveyed to us by FEMA’s legal staff) that prohibit discussions of recommendations in anything but pre-advertised public meetings with a pre-published agenda and schedule. This means that much of what might usually be discussed by email, phone discussions between TMAC members, and conference calls simply cannot, beyond “This is what we ought to discuss in our next public meeting.” The effect on efficiency is huge.
The December 10, as outlined in the schedule is intended to address next steps for the 2016 report. As I will be unable to attend due to prior commitment, I forwarded my written comments for consideration last night and today. There has been discussion of an administrative virtual meeting in January (being administrative only, it would not need pre-published notice that would delay when we could meet). During that session, presumably topics will be brought up and prioritized for inclusion in the 2016 report. That meeting will be on a day that will be discussed with TMAC members rather than assigned as today’s was, due to the short time frame that had been necessary to finish up the report.

On a different note, as of today (December 9, 2015) there is still no release of the Elevation Certificate that expired on the extended date of November 30, 2015. The form is presently being reviewed by the Office of Management and Budget (OMB), and should be released to the public when that review is complete.
