As 2018 comes to a close, NSPS would like to wish its members, partners and other industry professionals a safe and happy holiday season. As we reflect on the past year for our profession, we would like to provide the readers of News & Views a look at the most accessed articles from the year. Our regular publication will resume Wednesday, Jan. 9.

NSPS
From July 3: In the Journalism competition, 17 entries were received within its four (4) categories, while the Map/Plat competition had 31 entries within its five (5) categories. NSPS thanks every state society and individual who participated, as well as the respective judging panels who volunteered their time.

Participation in the Journalism competition is quite easily accomplished. If your state society doesn't currently participate, please encourage it to do so.
The Map/Plat competition typically is among the winners in the respective state society competitions; however, individuals may also submit entries if they have a sponsor.
NSPS
From Feb. 7: Representatives Alex Mooney (R-WV) and Vicente Gonzalez (D-TX) introduced H.R. 4905, the bipartisan "Improvement of Mapping, Addresses, Geography, Elevations, and Structures (IMAGES) Act", a bill to improve the flood mapping associated with the National Flood Insurance Program (NFIP) of the Federal Emergency Management Agency (FEMA).
The bill reforms NFIP mapping by leveraging elevation data collection through FEMA's participation in the 3D Elevation Program (3DEP), and associated structure data nationwide, including parcel and address data, as well as strengthening streamflow data nationwide, among other reforms, all of which will help improve the assignment and management of flood map risk. Each of the reforms was recommended by the NSPS Government Affairs Committee.

From Jan. 18: In the coming months, the U.S. Federal Communications Commission may allow high-powered, ground-based, communication transmitters to broadcast at a frequency near GPS L1. U.S. Department of Transportation tests have shown that such transmitters effectively become jammers for many existing GPS receivers.
I believe that this possibility is the greatest current threat to the position, navigation and timing community.

The American Surveyor
From Nov. 28: This most clever and informative map was drawn in 1993 by Charles F. Bitler, Jr., a Pennsylvania Professional Land Surveyor. The present-day Commonwealth of Pennsylvania, to include both its actual and its claimed provincial boundaries dating from the late-1600’s, was Bitler's main interest and is the centerpiece of his map. Little is known about what geographic and cartographic resources he used but, as befits a master craftsman, his map is not only visually pleasing and intellectually enlightening but is precise, accurate and to-scale as well.

From June 27: As APPS helps more and more surveyors close the skills gap between a land survey and a pipeline survey it also helps increase safety, limit owner-operators' exposure, and strengthens the country's pipeline infrastructure's efficiency and integrity.
APPS will conduct its first Pipelines 101 course on July 13, 2018 in Columbus, OH in partnership with the Ohio Society of Professional Land Surveyors. Participants will receive continuing education credit. For those seeking the APPS Pipeline Surveyor Industry Certification, they will have completed the first of three prerequisite courses (101, 102, and 103) which then allows them to begin the 200 level classes not simply for CE credits, but toward their industry credential.
APPS is driven NOT to teach people how to survey, but to educate and train surveyors about the realities and requirements of surveying pipelines.

From Nov. 20: The Federal Communications Commission unanimously approved waivers allowing the use of the Galileo E1 and E5 signals for non-federal purposes in the U.S. and denied the E6 signal waiver request. Approving the E6 waiver "could constrain our future spectrum management for non-Federal operations in the U.S." the FCC wrote in the draft order document released ahead of the meeting.

NGS NOAA/NOS/National Geodetic Survey
From March 7: Michael Dennis, Geodesist with NGS, is presenting two webinars on the history and future of State Plane. The motivation for the webinars is to prepare for the State Plane Coordinate System of 2022 (SPCS2022).
The first webinar is tomorrow Thursday, March 8, at 2-3 pm ET, "The State Plane Coordinate System: History, Policy, and Future Directions." It's directly related to a new report Dennis has written of the same title, officially called NOAA Special Publication NOS NGS 13. The report should be released to the public before the webinar.
The second webinar is on Thursday, April 12, at 2-3 pm ET, "Building a State Plane Coordinate System for the Future." It is a follow-up to the March webinar, providing more details on SPCS2022. The focus will mainly be on draft SPCS2022 policy and procedures that should be released for public comment before the April webinar.
