As 2015 comes to a close, NSPS would like to wish its members, partners and other industry professionals a safe and happy holiday season. As we reflect on the past year for the industry, we would like to provide the readers of News & Views a look at the most accessed articles from the year. From Feb. 19: The Government Accountability Office (GAO) has released its annual "High Risk" report — those Federal activities with the highest risk of waste, fraud, and abuse.
Once again, the government's real property asset management is on the list. Not only is the actual management a problem, but the lack of a current accurate inventory of Federal property is again highlighted by GAO. Here is the most direct passage, "... effective real property management and reform are undermined by unreliable real property data. Specifically, despite a high level of leadership commitment to improve real property data, the federal government continues to face challenges with the accuracy and consistency of the Federal Real Property Profile (FRPP), causing the federal government to report inaccurate inventory and outcome information."
This continues to provide evidence of the need for the FLAIR Act. Also included as a "high risk" activity is FEMA's flood insurance program.

From Jan. 28: Sens. John McCain (R-AZ), Jeff Flake (R-AZ), and Kelly Ayotte (R-NH) have jointly introduced S. 159, the "UAS Improvement Act of 2015." This bill prohibits the procurement of new UAS by the Customs and Border Protection (CBP) agency within the Department of Homeland Security (DHS). It also requires DHS to submit a detailed report to Congress regarding the program's effectiveness, as a follow-up to the December 2014 DHS Inspector General report highly critical of the DHS request for an additional $443 million to acquire 14 more UAVs.

From Oct. 21: Lately, each time I get together with a group of surveyors, the discussion moves towards the shortage of available candidates for employment, the dearth of applicants for the land surveyor exam, and the aging of the population of existing surveyors. With a long face someone inevitably predicts the eventual death of our profession. We recognize the symptoms, but can't identify a cure. As Walt Kelly's Pogo would say, "We have met the enemy, and he is us."

From Oct. 14: The Board of Governors of the American Land Title Association (10/8/15) and the Board of Directors of the National Society of Professional Surveyors (10/9/15) have each approved the 2016 Minimum Standard Detail Requirements for ALTA/NSPS Land Title Surveys. This approval comes after continual acceptance, review, and response by the joint ALTA/NSPS Liaison Committee to questions/suggestions related to the standards since they were last approved in 2011. As NSPS News & Views readers are aware, many of the questions posed, and the response to them, are posted in this publication. Readers will note the name change for the standards. In consideration that ACSM was merged into NSPS a few years ago, both organizations agreed that the name should be reflective of the organizations approving the document.

From Aug. 20: The underwriting branch of FEMA’s Risk Insurance Division has issued a letter related to the continued use of forms related to Elevation Certificates and Flood proofing Certificates, for which the expiration date is August 31, 2015.

From Sept. 2: Sony is developing an unmanned aerial vehicle that lifts off and lands vertically like a helicopter (also known as a VTOL craft for vertical take-off and landing.) The VTOL drone is being developed with a Tokyo robotics firm under a collaborative company called Aerosense. The drone can carry up to 22 pounds, fly continuously for two hours, and reach a speed of 106 miles per hour.

From Jun 24: The NSPS annual Map/Plat Competition attracted a total of 31 submittals from across the country in five (5) categories: Subdivision Plat; Boundary/Cadastral Map; Topographic Map; ALTA/ACSM Survey Map; Miscellaneous Map. Awards were given for 1st, 2nd, and 3rd Place in each category. For those entries submitted digitally, links will be provided soon on the NSPS website for viewing the top three entries in each category.

From Oct. 21: When Yogi Berra passed, my friend Alonzo posted some photos of, and quips about, Yogi. I had been thinking about Yogi, and I shared this story with my friend. My wife suggested I share it with everyone, or at least the "everyone" that I know.
The first baseball number I wore was 8. I played one form or another of organized ball into my sixties. I did not always wear 8, but when I finally finished playing ball 2 or 3 years ago I was wearing 8. Clearly 8 is the perfect number, whenever Yogi slid or dove for a ball it was infinity.

From July 22: The National Oceanic and Atmospheric Administration (NOAA) is seeking public comment on the recently released draft 2015 edition of the U.S. Arctic Nautical Charting plan. The plan, a major effort to improve Arctic chart coverage that is inadequate for modern needs, was originally released in 2011. Comments are due by midnight, October 1, 2015. The U.S. Arctic Nautical Charting Plan provides information about existing, recently added, and proposed new electronic navigational chart coverage in U.S. Arctic waters. Additionally, it provides information about progress on publishing new Arctic charts and specifications for eleven proposed new charts.
