2023 New York FAFSA Completion Challenge

As high schools across New York look to help students access financial aid for college, The Education Trust–New York and education organizations across the state are releasing the latest Financial Aid for College: High School Toolkit to support high schools in helping all students complete financial aid applications.
The Financial Aid for College: High School Toolkit reflects changes made this year to the Free Application for Federal Student Aid and highlights 10 evidence-based strategies schools can use to help students with financial aid application completion, tips for tracking progress, and materials in English and Spanish that can be used to communicate with students and families.
This year’s graduating seniors have spent all of their high school years learning during a global pandemic, forcing them to navigate shifts from remote learning to hybrid to in-person instruction. Helping students access financial aid for college is one crucial way to support the Class of 2023 in their postsecondary transitions.
The resources – created in partnership with the New York State Higher Education Services Corporation (HESC), New York State Council of School Superintendents, the Options Center at Goddard Riverside, Hispanic Federation, New York Immigration Coalition, New York State Association for College Admission Counseling, and New York State School Counselors Association – include:
- Monthly checklists for schools on activities to support students in financial aid application completion.
- How-to guides for hosting financial aid completion nights – remote or in person, scheduling office hours, and using class time to help students complete financial aid forms.
- Sample lesson plans for using class time to complete financial aid forms.
- Sample social media posts, newsletter items, and correspondence with families in English and Spanish.
- Tips on how to use data to track progress.
- Answers to frequently asked questions about financial aid completion.

NCAA Eligibility Center

NYSSCA has partnered with the NCAA Eligibility Center to get the latest NCAA information as well as provide a portal for questions for school counselors and their students.

- NCAA High School Review Committee Policies and Procedures
- This document guides the work of the high school review staff by operationalizing the NCAA legislation related to reviews of high school accounts, programs and courses. It is reviewed and updated annually. This year's version saw only minor editorial changes. However, I'm excited to point out the specific addition of "Data Science" on page 56 in the non-exhaustive list of Advanced Level Mathematics Courses that may be approved.
- Guide for the College-Bound Student Athlete
- This comprehensive manual is the best place for student-athletes and their families to find all the information they need related to the Eligibility Center certification process. It was recently updated for the 2022-23 academic year:
- Page 13 notes a recently launched Amateurism-Only Certification Account option for prospective student-athletes. Please review all account types, including the free profile account, with your students to help them determine which is right for them.
- Page 14 notes information about current registration fees for each account type.
- Page 15 outlines fee waiver criteria and procedures for prospective student-athletes. This was expanded to include additional eligibility options as well as a process for international prospective student-athletes.
- Ongoing COVID-19 Response
- Given the continuing impact of COVID-19 on the educational environment, the Eligibility Center has partnered with the NCAA membership to extend previously implemented adjustments to the initial-eligibility certification process and requirements.
- Please note that the approach to distance, e-learning or hybrid options (see page 4, Q7) does not apply for courses completed on or after September 1, 2023. Such programs will need a separate review (if not previously reviewed) to be eligible for use in initial-eligibility certifications on or after September 1, 2023. You may view the status of accounts and associated programs by searching for a high school here, and viewing the account status and any program information listed in the High School Information and/or District Information fields.
- Please also note that the approach to Pass/Fail grades (see page 4, Q8) does not apply for courses completed on or after September 1, 2023.

Nearly half said in a recent survey by the U.S. Centers for Disease Control and Prevention that they had been bullied, harassed, or threatened since the beginning of the pandemic. 45% reported experiencing at least one symptom of an adverse mental health condition, such as depression or PTSD.
