A Philadelphia school's big bet on nonviolence

Last year when American Paradigm Schools took over Philadelphia's infamous, failing John Paul Jones Middle School, they did something a lot of people would find inconceivable. The school was known as "Jones Jail" for its reputation of violence and disorder, and because the building physically resembled a youth correctional facility. Situated in the Kensington section of the city, it drew students from the heart of a desperately poor hub of injection drug users and street level prostitution where gun violence rates are off the charts. But rather than beef up the already heavy security to ensure safety and restore order, American Paradigm stripped it away. During renovations, they removed the metal detectors and barred windows.

New York City selling insurance-linked bonds to hedge against future storm surge risk

When urban security cameras actually save lives

More and more cities are turning to surveillance cameras as a cost-effective tool for public safety, sometimes with the specific goal of fighting terrorism, but they're still pretty far from universally accepted. Many people object to cameras on the grounds of public safety; others simply don't believe they actually prevent crimes. There is one place where urban security cameras do seem to save lives, however: taxi cabs.

Moody's cuts Chicago rating amid crime, pension liability

Mounting pension liabilities have cost Chicago another cut in its credit standing as Moody's Investors Service reduced the general-obligation debt rating for the nation's third-largest city by three steps to A3, citing a $36 billion retirement-fund deficit and "unrelenting public safety demands" on the budget.

Inmate death under investigation
The Purcell Register
The McClain County Sheriff's Department asked the Oklahoma State Bureau of Investigation to look into a prisoner's death recently, although court documents show the man was no longer in custody when he died. Kory D. Wilson, 27, of Oklahoma City, was arrested June 16 at Newcastle Casino and taken to the McClain County Jail by Chickasaw Nation Lighthorse police.
