A group of former Duke University lacrosse players wrongly arrested on rape charges in 2006 has asked a federal appeals court to let their lawsuit against the City of Durham, N.C., move forward. New rating will mean discounted flood insurance

The work that Iowa City, Iowa, officials put toward helping locals affected by flooding soon will translate into cheaper flood insurance for some property owners.
