This week the House of Delegates of the American Physical Therapy Association was scheduled to come together in Phoenix for the Annual Meeting. As with so many events over the past several months, the decision was made to cancel the in person meeting and instead host the House of Delegates in a virtual format. This required an incredible amount of preparation on the part of APTA staff, House Officers, APTA Board of Directors and each and every Delegate including our own South Carolina Delegation.

In the final CY 2020 Medicare Physician Fee Schedule rule published in November 2019, the Centers for Medicare and Medicaid Services’ (CMS) proposed increased rates for the office-based evaluation and management (E/M) codes that would go into effect in 2021. Due to the requirement for budget neutrality, this would result in a projected 8% cut for therapy services set to go into effect on January 1, 2021.
This is not the time to have such severe cuts. As the nation comes to grips with the growing health challenge imposed by the COVID-19 outbreak, it is critical that lawmakers take steps to ensure patients who rely on physical and occupational therapy services to manage their chronic and acute pain are able to continue receiving these services.
Congress has the ability to waive the budget neutrality requirement. This would save therapy service reimbursement from the 8% cut while also allowing for the E/M code increases to go into effect. This waiver is supported by over 100 health care professional societies and associations.
ACT NOW: Ask Congress to stabilize payment by waiving budget neutrality for the E/M code proposal for 2021.
