In August, APTA’s Federal Affairs Liaison Committee discussed recent regulatory updates, congressional updates, and the 2017 Flash Action Strategy.
In June, APTA provided comments to the Centers for Medicare and Medicaid Services (CMS) on FY 2018 proposed rules, the Inpatient Prospective Payment System/Long-Term Care Hospital Prospective Payment System proposed rule, Quality Payment Program proposed rule, Outpatient Prospective Payment System proposed rule, Medicare Physician Fee Schedule, and the SNF Prospective Payment System proposed rule. The comments and summaries of the final rules are posted on the APTA website.
CMS has issued a proposed rule that would effectively serve to limit the number of cities in which hospitals are mandated to participate in the Comprehensive Care for Joint Replacements Model (CJR) and to cancel the coronary artery bypass graft, acute MI, surgical hip and femur fracture episode payment models, and cardiac rehabilitation incentive payment model which was scheduled to go into effect on January 1, 2018. APTA intends to submit comments on the proposed rule before October 16, 2017.
Congress has returned from the August recess and will address: increasing the debt ceiling, a continuing resolution (CR) or appropriations bill, reauthorization of the Children’s Health Insurance Program (CHIP), reauthorization of the federal flood insurance program, reauthorization of the National Health Service Corps (NHSC) and NDAA, and disaster relief finding for victims of Hurricane Harvey.
The student-led advocacy campaign for Flash Action Strategy focused on repeal of the Medicare Therapy Cap. The deadline is January 1, 2018 to prevent a hard therapy cap on Medicare beneficiaries.

The facility chosen as Facility of the Year will be notified in mid‐February so that representatives from the facility can plan to attend the 2018 Annual Conference to accept the award.

APTA elections are held each year during the House of Delegates to fill open positions on the Board of Directors and Nominating Committee. The Nominating Committee is seeking recommendations for the 2018 Slate of Candidates. The opioid epidemic is pushing down the life expectancy in the U.S., new research says. Once a leader in longevity, the U.S. has dropped behind most other high-income countries — due in large part to accidental deaths from prescription and illicit opioids that are sweeping the country.
The average lifespan in the U.S. actually increased by two years between 2000 and 2015( from 76.8 years to 78.8 years), but that increase is lower than it should be.

A multidimensional self-report questionnaire to evaluate job-related stress factors is presented. The questionnaire, called Maugeri Stress Index — reduced form, aims to assess the impact of job strain on a team or on a single worker by considering four domains: wellness, resilience, perception of social support and reactions to stressful situations. The Maugeri Stress Index — reduced form provides a reliable and valid measure, useful for early identification of stress levels in workers or in a team along the eustress–vadistress continuum.

No rain, no pain?
Not quite, but a study published in Aug. 2017 in the journal PLoS One found that there was no association between frequency of internet searches for arthritis pain and changing weather patterns. Researchers from the University of Washington School of Medicine in Seattle looked at the weather patterns of the 50 largest cities in the United States over a five-year period, and then examined how often people did online searches related to knee pain, hip pain and arthritis. They used Google Trends, a resource that measures the frequency in search terms on Google’s search engine.

Physical Therapy Products
A study conducted by researchers in Australia suggests that older persons with hip fracture are more than 3.5 times more likely to die within 12 months of the fracture than their noninjured counterparts.
In addition, they note, the mortality rate is higher in men than in women. In the study, published in Archives of Osteoporosis, the researchers linked hospital and mortality data from four Australian states.
