Texas redistricting case goes before fed court

A three-judge federal court panel will begin hearing two weeks of testimony Tuesday to determine whether the Texas Legislature violated the Voting Rights Act and diluted minority voting strength when it redrew political maps for state House, Senate and congressional seats. The District of Columbia panel will review plans drawn by the Legislature under Section 5 of the 1965 Voting Rights Act, which requires the Justice Department to approve beforehand changes to the political process. Debilitating drought to continue across southern US

The disastrous Southern drought, which led to $10 billion in crop and agricultural losses in 2011, is forecast to continue through at least the next three months, government scientists report. The drought is also forecast to worsen and expand across the water-sensitive western U.S. According to the most recent Drought Monitor, a weekly federal government report, drought is either in place or forecast to develop in a solid 2,500-mile stripe across the southern tier of the U.S. from California to Virginia. New home construction is expected to increase in 2012 for the second straight year, with the number of starts projected to rise 5 to 10 percent over last year's level, a housing expert said recently. Eldon Rude, director of the Austin market for Metrostudy, delivered his projection at the fourth annual housing forecast hosted by the Home Builders Association of Greater Austin and the Austin Board of Realtors. The forecast covers Travis, Williamson, Hays, Bastrop and Caldwell counties. More

Fannie Mae: Housing to give US economy modest push in 2012

Home sales and construction will improve this year, contributing "modestly" to economic expansion after acting as a drag on growth since 2006, according to a Fannie Mae forecast released today. Sales of new and existing homes are likely to increase 3.5 percent and housing starts are projected to rise 16 percent, fueled by improvement in apartment development and a rebound in single-family house construction, according to the report by Douglas Duncan, Fannie Mae's chief economist, and Orawin Velz, a director in its Economics and Mortgage Market Analysis group. The Texas General Land Office has signed a new contract that puts tighter controls on engineering firm HNTB, which ran into trouble last year for overspending money budgeted for managing federal grants to Texas communities stricken by hurricanes Ike and Dolly. But it also assures that HNTB will continue to administer $1.4 billion in U.S. Housing and Urban Development grants for public works projects in the Ike and Dolly program, despite concerns that forced the cancellation of the firm's earlier, no-bid $144 million contract with the state's Department of Rural Affairs and that have triggered an audit by HUD's Office of Inspector General.
